"Virtuous and non-virtuous actions" means that virtuous and non-virtuous actions arise from this. "From this, birth arises" means that good and bad, desirable and undesirable things will arise. These are explained in detail in the Vajra Pinnacle Tantra by the Bhagavan, who said: Secret Lord, listen! There are three kinds of misconduct of the body, four kinds of misconduct of speech, and three kinds of misconduct of mind; by these, sentient beings will fall into hell. Vajrapani asked: How many kinds of misconduct of body, speech, and mind are there? Please explain, Bhagavan! Please explain, Sugata! The Bhagavan said: Secret Lord, misconduct is the action of ordinary people. Among them, killing and beating parents, gurus, and so on, is a heavy offense. In order to show "thus," wind, fire, water, and earth, etc., are mentioned, becoming the solid substance of outer and inner. Then, in order to show the blessings of body, speech, and mind, "all Tathāgata bodies," etc., are mentioned. All Tathāgatas refer to Vajradhara the Great, etc. How should that body be done? "Sealed with four mudras," means to be obtained through Dharma, Karma, Mother Tantra, and Mahamudra. "In the nature of eyes, etc.," refers to the inside of eyes and ears, etc. What to do? "Meditate on Kṣitigarbha, etc.," which means to meditate on Kṣitigarbha Bodhisattva, etc., in the eyes, etc. Then, in order to abandon all demons and obstacles, it will be shown that "this body is wrathful, and will surely destroy all demons." The joy of enjoyment is the joy of play, which is the nature of absorption. The King of Wrath is the King of Wrath, and whatever it becomes from wherever, it is called what it is. That itself is great power, and it is called what it is because it possesses great power to subdue all wickedness. The place of laughter is taught. "That is in the nature of directions and corners, meditate on the arms, limbs, etc.," which means that whatever is meditated on in the nature of the outer directions and corners, and in the inner arms, etc., is called what it is. These also speak of the three unions of the Nirmāṇakāya mandala, and also speak of one union. These in detail are: "Without thinking of anything else in your mind, great Bodhisattvas, please listen. In this body of the Vajra Master, the bodies of the Buddhas reside in order, and
