The so-called "all Tathagatas" refers to the one hundred and sixty natures such as attachment. The aspect of great attachment is to make them luminous through the sequence of mantras and mudras mentioned earlier. The samadhi called "that" is to abide in the single-pointedness of the mind vajra. The so-called "all the intentions of the Tathagatas" refers to the mandala, that is, the wheel of the deities. The so-called "the nature of that and that, the body of the conceptualizations of the appearance of the body, etc." means entering into the light, the mind is completely pure. In order to explain the previously mentioned desire empowerment, then the words beginning with "that" etc. were spoken, that is, those mandala beings who were previously gathered, they alone are all the Tathagatas. The body, speech, and mind empowerment of all the Tathagatas is the Great Vajra, in order to completely please him, realization is for the co-emergent wisdom to be accomplished. One's own body is one's own body, they recognize it as the form of a woman, it is because of the disciples to be tamed, transforming into the form of a goddess, but in terms of ultimate truth, it is not so.

Buddhalocana is the essence of the earth element; seeing them, one is purified, therefore she is Buddhalocana. As for Māmaki, mā means the moon, which is the water element. As for Pāṇḍaravāsinī, because she is the essence of the fire element, burning afflictions and discriminations, and possessing the white garment of true self, therefore she is Pāṇḍaravāsinī. Because she is the essence of the wind element, she quickly liberates from the wheel of existence of the twelve links of dependent origination, which are the nature of birth, karma, and afflictions, therefore she is Tārā. Similarly, "Some of them, like the essence of form," and so forth, means that it is not only the goddesses of the pure essence of earth and so forth who appear alone, but rather the essence of the purity of objects—form, sound, smell, taste, and touch—the Vajra Mothers of form, sound, smell, taste, and touch arise and abide, this is the meaning. The generation stage and the completion stage. In this way, the retinue of goddesses is expanded, and in order to emanate the great samaya mandala, therefore it was said, "Then" and so forth. As for Achala, it is the mind vajra because he follows the Great Vajradhara, and here it is because he is the main deity. The essence of all the Tathagatas, or blessed by the seed of all the Tathagatas, who is the nun, the self-appearing wisdom.

Similarly, "dustless" means being blessed into the nature of jewels and so on, and is the order of the seeds of the moon and vajra, and so on, which is the remainder of the words. What is the wheel of samaya like? "Clear" and so on means that clarity is the nature of jewels, so it becomes clear. "Its nature" means that it will never become dirt. "Various forms" means the five colors. "Buddha pervades like clouds" is to display countless protections for the benefit of beings. "Rays of light radiate, many are mixed up," which means being covered by a collection of light and also showing them outwards. "Clear and other mandalas" means possessing the mandalas of the moon and sun. The Tathagata means becoming the place of the mandala people who will be explained below. The place is the basis. "Blessing" is connected to the previous one. How does it manifest? It said "Then" and so on. That is, that Bhagavan is the master of the body, speech, and mind of all the Tathagatas, and is the immovable one who follows the Great Vajradhara. The center of the mandala of all the Tathagatas, that is, is placed in the center of the Great Samaya Mandala, which means that one's own nature is placed in the position of the main deity of the mandala. It is said like this: the first level is the eye and so on, and the corners of the second level are the Form Vajra Mother and so on, the Touch Vajra Mother and so on embrace with the wisdom of self-appearance inseparable, this is the supreme mandala king. The Tathagata Immovable One is the Great Vajradhara. Everything is the secret place, the Tathagata is the heart, the Vajra is the navel, and the Vajra Mother is the secret place. The quadrangle is the earth mandala. Dustless is the water mandala.
