Therefore, as long as yogis are not adorned with the twelve bhumis, they will not be able to obtain the state of glorious Heruka. Thus, the eleven places of the desire realm, and the sixteen places of the form realm, and the four places of the formless realm. Similarly, the four places of those who practice in the immeasurable palace are the four actions of those who have attained the first, second, and third dhyanas, namely arising, destruction, going, and not going, and the beings of the desire realm. Likewise, the nature of compassion focused on all dharmas, such as the thirty-seven branches of enlightenment, gives rise to this glorious wheel, etc., and it is also the nature of the realm of the world. It dissolves into that very thing, and the so-called focus on all dharmas is the form of the great ocean. The root letter is the supreme form with the characteristic of illusion, dharma, and selflessness. Why is the ocean called the ocean? It is said: All, etc. Here, in the empty times of destruction, those who dwell in immeasurable palaces, those who have attained the four dhyanas, their minds are tormented by attaining that. Because they are robbed of that torment, they enter there, and they also emanate the entrance of sentient beings. Furthermore, at that time, they themselves will attain the qualities of the Buddha. The letter རྞྞ is spoken. རྞྞ means that they are in manifest desires. The manifest desire of those gods who dwell in immeasurable palaces is the desire of the Bodhisattvas. Thus, by following the Victorious One in virtuous deeds, they will not become weary or completely cut off.
