That is not the Tathagata's definitive statement. So, in this mantra vehicle, the Bhagavan said that yogis can eat meat, and that meat always comes from killing, and without killing, life cannot be prolonged at times. If there is no meat-eater, then the killer will not appear either. Therefore, both the meat-eater and the killer will commit the sin of killing. Here it is also said that four vows should be made by reciting mantras every day. Is this the Tathagata's definitive statement? This is true, because for some reason, killing with signs and sins will occur, and for the same reason, the Bhagavan said that yogis can eat dog meat and the like without signs and without sins. Here, in which place, what worldly people think cannot be eaten and what cannot be sold, dog meat and the like are caused by their own karma, and those killed by robbers and the like in battles due to bad karma or their own faults, all those meats, the Tathagata said that yogis can eat. It is not bought with wealth, nor is it killed for the sake of parents and the like or sacrificial activities. The Tathagata did not say to eat meat with signs. Also, vows should be made every day, that is, the pills of five kinds of dog meat and the like without sins and five kinds of Vairocana Buddha and the like, as small as mustard seeds, should be made every day for the sake of following the meaning of the vows. Always, wine and women without sins are spoken of by the Dharma without delusion for the sake of practice. In the root tantra, the Bhagavan also said this: For the sake of gods and self-fear, parents and, for the sake of accomplishing desires and subduing, for those who are difficult to tame and do evil, killing sentient beings who are not harmful, if that meat is bought, desiring to eat with sins, if it falls into a vessel without being taken, that is without sin. It is excellent for many people to eat the meat of one sentient being, one mind-born being should not eat the meat of many sentient beings. Generating compassion, from that, with a non-discriminating mind, those with yoga should eat, without sin, not others. In order to destroy attachment to lineage, always.

In this way, the order of what is said, to those who are free from certainty, the one who bestows the fruit of Buddhahood is the king of tantras.
