With the clouds of ocean of rays proclaiming the complete maturation of all sentient beings, and displaying all inexhaustible jewels, and the clouds of ocean of rays of the pistils of all flowers, and the unmingled clouds of ocean of rays showing all the arrangements of thrones everywhere, may we treat all Buddhas and Bodhisattvas with affection, respect them as teachers, adorn them, and make offerings to them. The sea clouds and so on, the sea clouds that are not mixed with the body of Samantabhadra, should be regarded as abodes, teachers, images, and offerings to the Buddhas and Bodhisattvas, and to all the great ocean of sea clouds. After making such aspirations, those Naga kings circumambulated the Blessed One three times, prostrated at his feet, and after being permitted by the Blessed One, they sat on their respective seats. At that time, the great lord of the Nagas of the three thousand great thousand worlds, with the power of irreversible aspirations, with an immeasurable retinue, the splendorous wheel adorned with sea clouds, known as the Umbrella-like King, came to this Jambudvipa to make offerings to the Tathagata, to pay homage, to serve, and to listen to the Dharma. Then, the Naga lord, the Umbrella-like King, with an immeasurable retinue, the splendorous wheel adorned with sea clouds, rose from his seat, Baring one shoulder with his upper garment, he knelt on his right knee, and with his palms joined together towards the Blessed One, he said to the Blessed One: If the Blessed One would grant me the opportunity to ask for a prophecy after asking, then I would like to ask the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened Buddha, about some aspects. After saying this, the Blessed One said to the Naga lord, the Umbrella-like King, with an immeasurable retinue, the splendorous wheel adorned with sea clouds: Naga lord, ask whatever you wish, and I will satisfy your mind with the prophecy of those questions you ask. After saying this, the Naga lord, the Umbrella-like King, with an immeasurable retinue, the splendorous wheel adorned with sea clouds, said to the Blessed One: Blessed One, how can all the sufferings of all the Nagas be completely cut off, be endowed with all happiness and be exceedingly joyful, and how can the rain continuously fall in this Jambudvipa from time to time, causing all the grass, trees, shrubs, medicines, and forests to grow, and causing all grains to grow?

Will happen. All essences will be truly produced. By it, the people of Jambudvipa will have happiness. After praying like this, the Blessed One spoke to the Dragon King, the king with limitless attendants, the majestic mandala adorned with clouds, like an umbrella: Dragon King, you have come for the benefit and happiness of all sentient beings, thinking of asking the Tathagata about this matter, that's great! That's great! Dragon King, therefore listen carefully and keep it in mind, and I will tell you. Dragon King, if you possess one Dharma, then all the suffering of all dragons will be cut off, and you will have happiness. What is this one Dharma? It is loving-kindness. Dragon King, the gods and humans who abide in loving-kindness will not be burned by fire, will not be hurt by weapons, will not be carried away by water, will not be hurt by poison, will not be conquered by enemy armies, will fall asleep peacefully, will wake up peacefully, will be completely protected by their own merit, will become radiant with the majesty of great merit, will not be despised by the world including the gods, will become beautiful and pleasing to the eye, will be unimpeded in all places, all suffering will be cut off, and they will be extremely happy, possessing all happiness, and after realizing the supreme Dharma among humans, they will be reborn in the Brahma world after the destruction of the body. Dragon King, these are the benefits of gods and humans abiding in loving-kindness. Dragon King, therefore, one should abide in the karma of loving-kindness of body, the karma of loving-kindness of speech, and the karma of loving-kindness of mind. Dragon King, furthermore, the Dharani called "Giving All Happiness" should be recited, which cuts off all the suffering of all dragons, gives all happiness, and causes rain to fall in this Jambudvipa from time to time, causing all grass, trees, shrubs, medicines, forests, and crops to grow.
