The Bhagavan said: "O lords of the gods, this is manifest. Look at the blessing of the Tathagata, the profound wisdom of the Buddha, and the blessing of the distinction of the qualities of the Tathagata." Then the Bhagavan entered the samadhi called "Looking with Garuda Spreading Wings," which has a garland of flames burning everywhere, and manifests various miracles. As soon as he entered the samadhi, both shoulders blazed intensely. As soon as they blazed, the bodies of all the nagas blazed intensely. Then the great naga kings, surrounded by umbrellas everywhere, touched the two feet of the Bhagavan and said this: "Bhagavan, be patient! Sugata, be patient!" Then the Bhagavan remained silent, looked upwards, and also looked in all ten directions, paid homage to all the Tathagatas, and contemplated this mandala of the essence of the glory of Garuda, which burns everywhere with the great power of Garuda. O lords of nāgas, merely remembering this, it makes the maṇḍala of nāgas, together with sons and wives, together with ministers, together with messengers, together with retinue, have the power of hail.

The power of wind, gathering and strength, everything in accordance with the Tathagata, by the command given by the Tathagata and the blessing of the Tathagata's vows, in future lives and future times, in this Jambudvipa, may all crops, flowers, fruits, substances, trees, and medicines be completely protected. May the rain pour down constantly. Just as my life is, may all beings in Jambudvipa be satisfied. May the flowers, fruits, and crops be fully protected. If it changes and does not act virtuously according to the Tathagata's command, then at that time, all the homes of the nagas will burn, burn fiercely, burn everywhere fiercely, and the flames will burn as one. A great famine will occur for the nagas. Strength will diminish, and diligence will be improper. Water will dry up. Homes will dry up. Bodies will become rough. They will be harmed by wings, harmed by fire and sand, and constantly tormented by hunger and thirst. Running back and forth, their bodies burned everywhere, completely scorched by the sun's heat, their bodies burned. Diseases, harms, and various epidemics will gather. Therefore, in future lives and future times, the untamed nagas, the fierce nagas, the very fierce nagas, if they violate this essence dharani of the Tathagata called "Sky Burning," they will experience such suffering. Naga lords, therefore, with the vow of truth, protect the vows of the Tathagata. Completely protect all beings of Jambudvipa. Protect. Accomplish. Then the naga kings, surrounded by a widespread umbrella-like form, and the great naga king Ocean, the naga king Joyful, the naga king Approaching Joyful, the naga king Radiant, the naga king Hulava, the naga king Water God, and the great naga king Burner, universally holding the open mouth, the extremely joyful crest, and the great naga king Brahma's Head.
