You should be in accordance with the vows of the Tathagata. Constantly send down rain. Constantly gather flowers, fruits, and crops. Repel all wind, clouds, and hail. Do not waste. Dragon kings, therefore, you should abide without harm in the future life, in the future time. Dragon kings, if you do not truly keep your vows, then dragon kings, it will become a great fault for you. Thus he spoke. The initial practice of invoking the nagas is completed. Then, after that, the ritual of the root vidya for pacifying the wrath of the nagas, which is the mandala of the essence of the blazing glory of the sky-soaring garuda, will be spoken. First, just by looking at the sky, if you scatter mustard seeds mixed with water in the four directions, you will be able to resist all frost, wind, clouds, and hail. They will be bound. When it thunders, you should recite the mustard seeds twenty-seven times, and recite the water seven times, and thus bind the clouds in the sky. Then, looking at the clouds, if you scatter mustard seeds into the sky, all the flowers and fruits will be gathered and fall to the ground. Oṃ. The eye arises. If recited one hundred and eight times with anger, then the nāgas, along with their clans, clouds, and all attendants, will fall to the ground. The homes of the nāgas and all the palaces, as well as the water, trees, and forests, will become a single blazing flame. All the great, glorious, and powerful nāga kings will be afflicted with severe brain disease. If the vidyādhara does not quickly save them, all lineages will be destroyed. Sons, grandsons, all retinues, and mounts will vanish. They will become without eyes. In times of no rain, recite mustard seeds a thousand times and scatter them on the house. All the nāgas will tremble, and the house and lake will become a single blazing flame, and rain will quickly fall as desired. Rain will fall again and again. When rain is needed, the vidyādhara recites water and mustard seeds one hundred and eight times, then goes to a high place, looks to the east, and sits down. He recites the mantra seven times over seven handfuls of water, and then scatters it to the east. All the nāga kings will immediately gather together and send down rain.
