Previous lifetimes will be remembered. The king, queen, and retinue will be empowered and abide, living in ease with themselves and their wealth until the end of their lives. Reciting one hundred and eight times on the crown, if it is placed on the head of the wrathful king, empowerment will surely be obtained, do not doubt this, do not have two minds. The noble, meaningful lasso ritual, the king of details. Twenty-first chapter. Then, Vajrapani, with meaningful miraculous powers, descended from the sky into the mandala of the wheel of miraculous manifestations. In front of the great mandala of the wheel, he made great offerings and reverence to the Bhagavan. Then, circumambulating the Bhagavan hundreds of thousands of times, he prostrated with his head at the two feet of the Bhagavan. After offering to the Bhagavan, he prostrated and departed, going to where the Bodhisattva Mahasattva Arya Avalokiteshvara was, and after arriving, he made offerings to Arya Avalokiteshvara with great offerings of divine substances. He made offerings with flowers, incense, fragrances, garlands, unguents, clothes, ornaments, streamers, musical instruments, and various kinds of musical instruments, and circumambulated seven times. The gods, nagas, yakshas, gandharvas, asuras, garudas, kinnaras, and mahoragas residing in the palace of Mount Potala also made offerings. Offerings were also made to the deities of the mandala. Offerings were also made to those great retinues. Offerings were also made to all the retinues who came together, After manifesting praise and prostrations, the chief of the yakshas, the great Vajrapani, remained silent for a moment.

Having joined palms and bowed to the Blessed One, he spoke to the Blessed One, saying: "Blessed One, this detailed ritual of the liberation mandala of the noble Avalokiteśvara's unfailing noose essence, which is revered by all Bodhisattvas, is extremely profound. It is very difficult to understand. It is as deep as a great ocean. It is as unshakeable and immovable as a great Mount Meru. It is extremely difficult to find and very difficult to grasp, with many mudras, many mantras, many mandala practices, many painted images, many secret practices, many manifestations of the Tathagatas, and many unfailing manifestations of the noble Avalokiteśvara, which are accomplished by recitation. Blessed One, I am greatly amazed by this. How can one master it through practice? How can one be sure to grasp it? Different mantras, different mudras, different mandala practices, different silk-painted images, different tormas, flowers, incense, fragrances, garlands, anointments, offering water, foot-washing water, inviting and requesting to come, summoning, vows, bathing, fasting, binding mudras, entering, reciting, fire offerings, sending back, or surely grasping, or remembering, how can one master it? Blessed One, for those sons of good family, daughters of good family, monks, nuns, laymen, laywomen, śrāmaṇeras, Brahmins, kings, merchants, or commoners, who are ignorant and whose minds are dull, how can they be sure to grasp this king of detailed unfailing rituals? How can those mantra holders accomplish it through practice? Blessed One, I have great wonder in my heart. In order to dispel these doubts, I beseech the Blessed One to speak. Blessed One, in order to dispel doubts, I beseech you to prophesy my questions." Then, the Blessed One, the Tathagata Shakyamuni, said:
