It is the seal of the vow. To accomplish all vows is the seal of the Vajra of Supreme Joy. To accomplish all siddhis is the iron hook seal of the Vajra of Arrogance. To show the accomplishment of all that is not accomplished is the seal of the Vajra of Accomplishment. To accomplish all Vajra Vidyadharas is the seal of the Vajra Vidyadhara. To accomplish all Vajras is the supreme seal of all Vajras. To accomplish all Bodhisattvas is the Vajra of the Heart. To accomplish the Vajra Holder himself is the seal of Vajrasattva. To accomplish the Buddha himself is the seal of Vajra Wisdom. From the Great King of Illusions of all the vows of the Great Bliss Vajra Don Yö, the Great King of Illusions called the Reality Vajra of the Great Vow is complete. The illusion of Vajrasattva. Then, the Bhagavan Vairochana, again proclaimed this way of the Prajnaparamita of the Tathagatas accomplishing the perfect enlightenment of the peaceful Dharma nature, namely: Because of the Vajra's firmness, the Vajra Equality is manifested as perfect enlightenment, which is great enlightenment. Because of the oneness of meaning, the equality of meaning is manifested as perfect enlightenment, which is great enlightenment. Because of the purity of self-nature, the equality of Dharma is manifested as perfect enlightenment, which is great enlightenment. Because of the non-discrimination towards all, the equality of all is manifested as perfect enlightenment, which is great enlightenment. Vajrapani, whoever hears, upholds, reads, and practices these four kinds of Dharma that manifest perfect enlightenment, even if he engages in all sins, he will be completely liberated from all evil destinies until he attains the essence of Bodhicitta. Then, after saying so, the Bhagavan widely showed the meaning of fully holding the wisdom fist with a smile, and proclaimed this essence of the equality of all Dharmas. Ah! Then, just by saying this, all the Tathagatas were truly gathered.

The Bhagavan abides in all directions in the form of the great mandala of Vajrasattva. The eight great bodhisattvas laugh greatly and abide in the eight directions in the outer mandala. Then, the Bhagavan Tathagata Vairochana, having entered into the samadhi called 'Blessing the Vajra Mandala of All Tathagatas,' spoke this great samaya mandala of the reality of all Tathagatas, called Vajra. In the form of the great mandala of Vajrasattva, draw the outer mandala, and in its center draw a wheel of three lines, and directly in front of the Bhagavan, place a variety of lotuses, and in the center of that wheel, place the Bhagavan Tathagata, the Great Eternal, made of earth and so on. In all its directions, place or draw the eight Tathagatas made of time and so on. Then, with dots of color, draw the Tathagatas and Vajradhara who reside in the wheel of the mandala. In the four directions and intermediate directions of the outer mandala, place the eight Bodhisattvas as they should be. Place four full vases at the doors, and place the signs of enlightenment, starting from the east, place a twig with fresh sprouts, a vessel filled with six tastes, a vessel filled with earth, gold, jewels, and clothes, a soft and very comfortable cushion, and place a Buddha image. Then, similarly, put on clothes, and having entered with all the Vajra mudras of all the Tathagatas, even without one's own teacher, one will be blessed by all the Bhagavan Tathagatas. From then on, one will obtain the indestructibility, the non-destruction, and the freedom from all obscurations of all the conceptions and all the accomplishments of all the Tathagatas. Then, the disciple should also be brought in in the same way. After entering, give the five-pronged vajra, and also give the empowerment with the Vajra name. Then, these vows should be enjoined to be kept. All sentient beings...
