The Sarvastivadins said that the most complete is particularly excellent. The Buddha's female devotee said, "Bhagavan, the perfectly enlightened Buddha is the most excellent." Then, the two of them put all their possessions as collateral to be lost if they lost. Later, King Bright King heard about it and ordered his ministers to investigate the two of them. Then, those ministers proclaimed in all places: Now, seven days later, the debate between the Buddha and the non-Buddhist female devotee will begin. Those who want to see who is more miraculous, come! After seven days had passed, in a spacious place, hundreds of thousands of people gathered, and hundreds of thousands of gods gathered in the sky. A mandala was made with cow dung, and all the incense and flower garlands were collected. First, the non-Buddhist female devotee prayed with truth, saying: By the truth and the words of truth, by the truth that the six teachers, including the perfect one, are excellent, and by the words of truth, may these flowers and this incense and this water go to them. As soon as she said this, those flowers fell to the ground, the fire went out, and the water seeped into the ground, completely exhausted and completely disappeared. Then, those ordinary people made a noisy sound and shouted loudly. Then, the non-Buddhist female devotee saw this and sat there without saying a word, shrugging her shoulders, lowering her eyes, becoming unconfident, feeling remorseful in her heart, clenching her hands, and sitting huddled up. Then, the Bhagavan's disciple was very happy, with joyful and radiant eyes, draped his upper robe over one shoulder, knelt on his right knee, and prayed with truth, saying: By the truth and the words of truth, by the truth that the Bhagavan is the most excellent of all beings, and by the words of truth, may these flowers and this incense and this water go to the Bhagavan. As soon as he said this, those flowers, like swans flying, rose into the sky and reached the king

He went towards the side of the pleasure grove. The incense became like the top of a cloud. The water became like a sapphire tree. Then, when those many people saw that miracle, they made a commotion and a loud noise, and followed after they had gone. Then, those flowers were above the Blessed One. The incense and water were in front. Then, those many people rejoiced and bowed their heads at the feet of the Blessed One, and sat before him to listen to the Dharma. The Blessed One spoke this sutra to them. Brahmins and householders, these three are the highest, what three? The Buddha is the highest, the Dharma is the highest, and the Sangha is the highest. What is the Buddha being the highest? Brahmins and householders, whether sentient beings are footless, or two-legged, or four-legged, or many-legged, or with form, or without form, or with perception, or without perception, or neither with nor without perception, among them, the Tathagata, the Arhat, the perfectly complete Buddha is shown to be the highest. Whoever rejoices in the Buddha is rejoicing in the highest. It should be known that the result of those who rejoice in the highest will only become the highest, either as gods among gods or as humans among humans. Brahmins and householders, this is called the Buddha being the highest. What is the Dharma being the highest? Whether conditioned or unconditioned dharmas, among them, the Dharma free from desire is shown to be the highest. Whoever rejoices in the Dharma is rejoicing in the highest. The result of those who rejoice in the highest will only become the highest, either as gods among gods or as humans among humans. Brahmins and householders, this is called the Dharma being the highest.

It is called "Supreme." What is the supreme Sangha? Whether it is an assembly, a gathering, a multitude, or any retinue, among these, the Sangha of the Tathagata's Shravakas is taught to be supreme. Whoever is very delighted with the Sangha is very delighted with the supreme. For those who are very delighted with the supreme, their ripening result, whether they are gods among gods or humans among humans, will be known to become solely supreme. Brahmins and householders, this is called the supreme Sangha. When this Dharma discourse was taught, some of those Brahmins and householders gained faith in the Buddha, Dharma, and Sangha. Some took refuge and the precepts. Some, having renounced, realized that this wheel of samsara with five eyes is wavering and unstable. Having thoroughly understood that all conditioned phenomena are of the nature of decay, decline, dissipation, and destruction, they abandoned all defilements and directly realized the state of Arhat. That heretical Upasaka also gained faith in the Bhagavan. Then, like a tree cut from its roots, he prostrated at the feet and made the aspiration: "By this root of virtue, bodhicitta, and the complete giving of the Dharma of generosity, may I become a Buddha who leads the blind world without a guide, completely guides those without a guide, liberates those who are not liberated, releases those who are not released, gives breath to those who have not obtained breath, and causes those who have not attained complete Nirvana to completely pass into Nirvana." Then, the Bhagavan, knowing the continuous causes and conditions and the karma of that heretical Upasaka, smiled. This is the Dharma nature of the Buddhas, the Bhagavat, when they smile: at that time, blue, yellow, red, and white rays of light emanated from his mouth, some going downwards and some going upwards. Those that went downwards illuminated sentient beings in hell, such as the Reviving Hell and the Black Line Hell.
