It is necessary to do this, the Upasaka of the Perfecter said: The Buddha is the most perfect and most excellent. The Buddha's Upasaka said: The Bhagavan, the Perfectly Complete Buddha, is the most excellent. Then, the two of them put up a pledge in the form of a document to forfeit all their possessions. Then, after a while, King Clear King heard about this and ordered his ministers to have the two of them debate. Then, those ministers proclaimed throughout the country: Now, in seven days, there will be a debate between the Buddha and the heretical Upasaka. Those who wish to see who is more amazing, please come. After seven days, in a wide open space, hundreds of thousands of people gathered, and hundreds of thousands of gods gathered in the sky. A mandala was made with cow dung, and all the incense and flower garlands were gathered. First, the heretical Upasaka prayed with truth, saying: By the truth and the word of truth, which proves that the Perfecter and the six teachers are the supreme truth, by that truth and the word of truth, may these flowers, this incense, and this water go to their respective places. As soon as he said this, those flowers fell to the ground, the fire went out, and the water seeped into the ground, completely disappearing and completely drying up. Then, those ordinary people made a commotion and a racket, and shouted loudly. Then, the heretical Upasaka saw this and sat there without saying a word, drooping his shoulders, lowering his eyes, becoming without confidence, depressed in his heart, clasping his hands to his knees, and sitting huddled up. Then, the disciple of the Bhagavan was overjoyed, with eyes full of joy and radiance, draped his upper garment over one shoulder, planted the kneecap of his right knee on the ground, and prayed with truth, saying: By the truth and the word of truth, which proves that the Bhagavan is the most supreme of all beings, by that truth and the word of truth, may these flowers, this incense, and this water go to the Bhagavan. As soon as he said this, those flowers

Like a swan king, it rose into the sky and flew towards the garden of Prince Jayakara. The smoke became like the top of a cloud, and the water became like a lapis lazuli tree. Then, a great crowd of people saw this miracle, made noises and shouts, raised their voices loudly, and followed after them as they went. Then, those flowers stayed above the Blessed One, and the smoke and water stayed in front of him. Then, the great crowd of people rejoiced and bowed their heads at the feet of the Blessed One, and sat before him to listen to the Dharma. The Blessed One spoke this sutra to them. Brahmins and householders, these three are the highest, which three? The Buddha is the highest, the Dharma is the highest, and the Sangha is the highest. What is the Buddha being the highest? Brahmins and householders, whether sentient beings are footless, or two-legged, or four-legged, or many-legged, or with form, or without form, or with perception, or without perception, or neither with nor without perception, among these, the Tathagata, the Arhat, the perfectly enlightened Buddha is shown to be the highest. Whoever rejoices greatly in the Buddha, they rejoice greatly in the highest. Know that the result of those who rejoice greatly in the highest will become the highest among the gods or the highest among humans. Brahmins and householders, this is called the Buddha being the highest. What is the Dharma being the highest? Whether conditioned or unconditioned dharmas, among these, the Dharma of detachment is shown to be the highest. Whoever rejoices greatly in the Dharma, they rejoice greatly in the highest. The result of those who rejoice greatly in the highest will become the highest among the gods or the highest among humans, know that.

It should be said thus. Brahmins and householders, this is called the supreme Dharma. What is the supreme Sangha? Whether it is an assembly, a gathering, a multitude, or a retinue, among them, the Sangha of the Tathagata's Shravakas is supreme, it should be known. Whoever is delighted in the Sangha, they are delighted in the supreme. The ripening of those who are delighted in the supreme, it should be known, will only become the supreme among the gods in the realm of gods, or among humans in the realm of humans. Brahmins and householders, this is called the supreme Sangha. When this Dharma category was taught, Brahmins and householders, among them, some gained faith in the Buddha, Dharma, and Sangha. Some took refuge and the precepts. Some, after ordaining, realized that this wheel of samsara, with its five eyes, is wavering and unstable. They determined that all conditioned phenomena are of the nature of decay, decline, disintegration, and destruction. Having abandoned all defilements, they directly realized the state of Arhat. The non-Buddhist lay follower also gained faith in the Bhagavan. Then, like a tree cut from its roots, he prostrated at the feet and made the aspiration: "By this root of virtue, bodhicitta, and the complete giving of the Dharma of generosity, may I become a Buddha who guides the blind world without a guide, liberates those who are not liberated, releases those who are not released, causes those who have not breathed to breathe, and causes those who have not attained nirvana to attain nirvana." Then, the Bhagavan, knowing that the cause of that non-Buddhist lay follower was transmitted from one to one, and the karma was transmitted from one to one, smiled. This is the Dharma nature of when the Buddhas, the Bhagavat, smile. At that time, blue, yellow, red, and white rays of light emanated from the face of the Buddha, some went downwards, and some went upwards. What are those that go downwards?
