（佛）对其开示道：佛陀涅槃火化后，四众弟子收集舍利，放入七宝瓶中，在吉祥草城内的道路十字路口，建造一座七宝制成的，具有十三层阶梯的佛塔，带有轮盘，用一切珍宝装饰点缀，用世间一切最为殊胜的幡幢严饰，四面的门楼也用七宝制成，各处都用装饰品严加点缀。那座佛塔的每一层，四面都开设一扇门，在星光直射的内部，放入巨大的珍宝瓶，四众弟子应当供养。迦叶，独觉佛的佛塔应有十一层阶梯，用各种珍宝装饰。迦叶，阿罗汉的佛塔应有四层阶梯，也用各种珍宝装饰。迦叶，转轮王的佛塔也用七宝制成，但不带阶梯。这是为什么呢？因为他们没有从三界的轮回痛苦中解脱。当时，不退转菩萨向世尊请教道：佛陀涅槃火化后，天、人以及四众弟子应如何分配如来的舍利，才能使所有人都进行供养？当时，世尊对不退转菩萨开示道：我涅槃后，天人等收集佛陀的舍利，应当以极其平等的心，将舍利平均分配给三界和六道的一切众生，让他们进行供养。当时，帝释天主向世尊请教道：世尊，我能否从如来处请求分得一半的如来舍利？世尊对帝释天主开示道：如来视一切众生如同罗睺罗之子一般，因此你不要说想要一半的舍利。这是为什么呢？因为（如来）平等地致力于利益一切众生。

He (the Buddha) instructed him: After the Buddha's Parinirvana and cremation, the fourfold assembly should collect the relics, place them in a vase made of the seven precious substances, and at the crossroads in the city of Kusha, build a stupa of the seven precious substances with thirteen tiers, complete with a wheel, adorned and embellished with all jewels, and highly decorated with banners that are most excellent to all worldly beings. The pavilions on all four sides should also be made of the seven precious substances, and all places should be elaborately adorned with ornaments. Each tier of that stupa should have a door on each of the four sides. Inside, where the starlight falls directly, the great precious vase should be placed, and the fourfold assembly should make offerings. Kashyapa, the stupa of a Pratyekabuddha should have eleven tiers, adorned with various kinds of jewels. Kashyapa, the stupa of an Arhat should have four tiers, and it should also be adorned with various kinds of jewels. Kashyapa, the stupa of a Chakravartin king should also be made of the seven precious substances, but it should not have tiers. Why is that? Because they have not been liberated from the suffering of existence in the three realms. At that time, the irreversible one asked the Blessed One: After the Buddha's Parinirvana and cremation, how should the gods, humans, and the fourfold assembly divide the Tathagata's relics so that all may make offerings? At that time, the Blessed One instructed the irreversible one: After my Parinirvana, the gods, humans, and others should collect the Buddha's relics, and with a mind of utmost equanimity, they should equally distribute the relics to all beings in the three realms and the six classes, so that they may make offerings. At that time, Indra, the lord of the gods, asked the Blessed One: Blessed One, may I request half of the Tathagata's relics from the Tathagata? The Blessed One instructed Indra, the lord of the gods: The Tathagata regards all sentient beings as if they were his son Rahula. Therefore, do not say that you desire half of the relics. Why is that? Because (the Tathagata) is equally dedicated to benefiting all sentient beings.

罗！世尊告帝释天主说：我将右边的犬齿一颗布施给你，你可在天界建造佛塔来供养，你将获得无尽的福德。当时，天人和所有人都悲叹哭泣。然后，世尊告四众弟子说：诸天和人类等，不要为佛陀入灭而悲伤。那是什么缘故呢？因为即使佛陀完全入灭，舍利仍然可以永远供养。此外，还有无上的法宝，即经藏、律藏和论藏。因此，三宝和四谛永远存在于世间，众生可以通过信仰来供养。 那是什么缘故呢？供养舍利就是供养佛宝。见到佛陀就是见到法身。见到法就是见到圣者。见到圣者就是见到四谛。见到四谛就是见到涅槃。因此，三宝是永恒不变的，应当明白它们是世间的住所和依靠。世尊告众多眷属说：你们不要做因痛苦而悲伤的大事。我即将入灭。如果对戒律、住处、常、无常、三宝、四谛、六度或十二缘起有任何疑惑，请尽快提问。这是最后一次提问，以便佛陀入灭后不会后悔。这样说了三次。当时，四众眷属等因悲伤而心烦意乱，哽咽着说不出话来，因悲伤而昏厥。由于佛陀的加持，他们流着眼泪，一言不发，也没有请求。那是什么缘故呢？因为所有这些四众弟子都亲身证悟了戒律、住处、三宝和四谛，没有疑惑。

Ro! The Blessed One said to Indra, the lord of the gods: I will give you one canine tooth from the right side. You should build a stupa in the world of the gods and make offerings to it, and you will gain inexhaustible merit. At that time, all the gods and humans lamented and wept. Then, the Blessed One said to the fourfold assembly: Gods, humans, and others, do not grieve for the Buddha's passing into nirvana. Why is that? Because even though the Buddha has completely passed into nirvana, the relics can always be venerated. Furthermore, there are the unsurpassed jewels of the Dharma, namely the Sutras, the Vinaya, and the Abhidharma. Therefore, the Three Jewels and the Four Truths are always present in the world, and sentient beings can make offerings with faith. Why is that? Offering to relics is offering to the Buddha Jewel. Seeing the Buddha is seeing the Dharmakaya. Seeing the Dharma is seeing the Noble Ones. Seeing the Noble Ones is seeing the Four Truths. Seeing the Four Truths is seeing Nirvana. Therefore, the Three Jewels are eternal and unchanging, and it should be understood that they are the abode and refuge of the world. The Blessed One said to the many assemblies: Do not engage in great lamentation that will cause you to be afflicted by suffering. I am about to depart into nirvana. If there is any doubt about discipline, abode, permanence, impermanence, the Three Jewels, the Four Truths, the Six Perfections, or the Twelve Links of Dependent Origination, ask quickly. This is the last time to ask, so that there will be no regrets after the Buddha passes into nirvana. He said this three times. At that time, the fourfold assembly and others were distraught with grief, their voices choked, and they fainted from sorrow. By the blessing of the Buddha, they shed tears and remained silent, without making any requests. Why is that? Because all of these fourfold assemblies had directly realized discipline, abode, the Three Jewels, and the Four Truths, and had no doubts.
