Great King, how is it that although there is a difference in rank between humans and animals, there is no difference in the love and cherishing of life? Why is it that sheep do not have sufficient fear, but extreme displeasure arises for the father-king? Great King, worldly people have become slaves to desire and are no longer in control of themselves. Because they are driven by desire, they commit the act of killing. If there is a ripening of consequences for this, then the fault lies with desire. Why should the king, who is not in control, be punished? Great King, for example, complete liberation from suffering is neither existence nor non-existence, but existence. Killing is similar to this: it is neither existence nor non-existence, but it can also become existence. For those who have shame and scruples, it is not existence; for those who have no shame and scruples, it is not non-existence. Experiencing the ripening of consequences is called existence. Observing emptiness is not existence, observing existence is not non-existence. Observing existence is called existence. Why is that? Because with the view of existence, the ripening of consequences also exists. Without the view of existence, there is no ripening of consequences. Observing permanence is not existence, observing impermanence is not non-existence. Observing permanence as permanence is not non-existence. Why is that? Because observing permanence as permanence has the consequences of unwholesome actions, therefore observing permanence as permanence cannot be called non-existence. Therefore, it is neither existence nor non-existence, but it is also not existence. Great King, what is called a sentient being is the flow of inner and outer breath. Cutting off the flow of breath is called killing. The Tathagatas also speak of killing in accordance with worldly conventions. Great King, form is impermanent, and the dependent arising of form is also impermanent. If it arises from an impermanent cause, how can form be permanent?
