Venerable One, why is Avalokiteśvara called "Lord of Freedom"? The Blessed One replied: Because he thus observes all the worlds, contemplates, satisfies, completely protects, correctly breathes, and possesses a mind of compassion, a mind of bliss, a mind of loving-kindness, and a mind of affection, and fulfills all wishes, therefore he is called Avalokiteśvara. Then, the Bodhisattva Vajrapani asked: Venerable One, if merely the name of Avalokiteśvara can fulfill all wishes, then what need is there to mention those who make excellent offerings to the Tathagata, have excellent faith in this Dharma teaching, uphold it, read it, write it, have others write it, offer it with great offerings of clothing and jewels, and write it or have others write it after adorning it with jewels? Then, the noble Bodhisattva Avalokiteśvara said to the Blessed One: Venerable One, this Dharma teaching is very powerful and accomplishes the deeds of the Tathagata. The Blessed One said: Son of good family, there is a dharani called "Victorious One." When I became a Bodhisattva, I received it from the voice of the Victorious One Tathagata. As soon as I obtained it, I attained the ten bhumis, and countless beings also obtained forbearance of the Dharma. I, which causes grains to grow, which repels enemy armies, which greatly pacifies the calamity of famine, which prolongs life. This is a category of Dharma that is like the father and mother of the Thus-Gone Ones. Son of good family, if someone reverently prostrates to this category of Dharma and the words of the secret mantra of the dharani, and makes offerings with a completely pure mind, writing it down or causing others to write it down, and offering great offerings to the one who speaks the Dharma, then all his karmic obscurations will be exhausted. He will not die from untimely death. In this very life, he will experience happiness, his son will feel happy, his wife will feel happy, his family will feel happy, his kingdom will feel happy, and all his wishes will be completely fulfilled. Then, the Bodhisattva Vajrapani said to the Bhagavan: Bhagavan, I prostrate to this category of Dharma. I also offer to those who speak the Dharma, and to those who write down this category of Dharma, those who hold it, and those who recite it. Whoever makes offerings to this category of Dharma, and offers clothes, ornaments, umbrellas, and vehicles to those who speak the Dharma, they are making offerings to all the Thus-Gone Ones.
