Among them, it is supreme, principal, and unsurpassed. For example, just as the ocean is supreme among all rivers, so too, the wisdom of the Tathagata is supreme, profound, and vast among all wisdoms. Furthermore, just as the wheel-turning king is supreme, principal, and supreme among kings, so too, the wisdom of the Tathagata is unparalleled among all wisdoms. Electric Light, because the Tathagata possesses such wisdom, he thoroughly knows all the lust, hatred, and delusion of all sentient beings, as well as all the minds and mental factors that arise and change accordingly, and he completely gathers them all together as if collecting them into a single bell. Electric Light, because the Tathagata possesses omniscience, it is like a person with eyes who can clearly see the fruit of an emblic myrobalan in his own palm without effort and without doubt, so too, the Tathagata thoroughly knows all the actions of all sentient beings, and therefore correctly teaches various Dharmas in the midst of many retinues. In immeasurable and countless Buddha fields and world realms, I also fully know and see those sentient beings who are associated with lustful behavior, tormented by lust, contemplating day and night, and passing their time meaninglessly. I also fully know and see those beings who are troubled by lust and thus give rise to various actions of body and speech. I also fully know and see those beings who engage in hateful conduct, are overcome by hatred, envy each other with hatred, and fall into the Avici hell because of their evil deeds. I also fully know those sentient beings who are associated with deluded behavior, are obscured by the darkness of ignorance, are attached due to delusion, and are inclined to follow wrong views.

Transformation, growth and effort, as well as decline and decay, as well as generating roots of virtue in the Tathagata Vehicle, as well as generating roots of virtue in the Pratyekabuddha Vehicle, as well as generating roots of virtue in the Shravaka Vehicle, these also I fully know. The Tathagata, possessing such wisdom, dwells among many retinues, and because he fully knows the differences in the conduct of beings' minds, if he knows before the time is ripe, he says nothing and remains neutral, thinking that these beings are ignorant of the Dharma and will not understand. The Tathagata, because he possesses excellent and complete faculties and powers, and fully knows the time, therefore, for those who are fit to be tamed, as well as those who possess excellent intentions, as well as those who are able to endure, as well as those who are able to listen well to words, these also I fully know. Having known this, he also gathers and benefits these beings. Therefore, the Electric Giver Bodhisattva, the initial practitioner, who has not yet entered the correct stage, for those who are able to understand well the superior intentions of beings, whether they live at home or are ordained, should not slander all beings and generate harmful thoughts, thereby harming themselves for a long time. Therefore, from the initial generation of Bodhicitta to all beings who abide in the Mahayana, Bodhisattvas should generate the perception of the Buddha. Even if they see other beings committing sinful and unwholesome deeds, they should not generate harmful thoughts. Why is this? Because the Tathagata has said that if beings hear even a little of the pure and immaculate Dharma, they will never fail to enter Nirvana. If a Bodhisattva sees beings engaging in desire, he thinks that these beings are burned by the suffering of desire, and that it is also my fault. Seeing beings burned by the suffering of hatred and ignorance, he also thinks that all of these are my faults. Why is this? Because my

If one sees all sentient beings suffering from the pain of illness, one should seek medicine everywhere and skillfully heal them completely. I had vowed in the past to eliminate the diseases of sentient beings, but now I have forgotten it; I think this is my fault. A Bodhisattva thinks in this way, observing his own faults and generating a mind of loving-kindness towards sentient beings. Even if one encounters killing or the cutting and severing of limbs, one will not have the thought of retaliating against those who inflict harm. Electric Youth, when one meditates correctly in this way, all the countless non-virtuous deeds of the past will be completely exhausted and eliminated without remainder, and future non-virtuous deeds will not arise again. Electric Youth, in the past, immeasurable and countless eons ago, even before the Tathagata Dipamkara, there appeared in the world a Tathagata, Arhat, Samyaksambuddha, Vidyacharana-sampanna, Sugata, Lokavid, Anuttara-purusa-damya-sarathi, Shasta Devanam ca Manusyanam, Buddha, Bhagavan, named Supreme Birth. That world was called Radiant, and he resided in a garden called Utter Bliss in the royal city. At that time, there was a butcher named Terrible, who was very fierce, fond of killing, without patience or loving-kindness, his hands covered in blood, and all who saw him were terrified. At that time, the butcher tied an ox inside the house and went inside to kill it. When the ox saw him, it was very frightened, broke the rope, and ran away to the garden where the Tathagata Supreme Birth was residing. At that time, the butcher also took up a weapon and chased after it. The ox, frightened, fell into a deep abyss, and was on the verge of death, moaning in pain. At that time, the butcher saw the ox and became very angry. He entered the deep abyss and took up a weapon to kill it, but before he struck, at that time
