Furthermore, by relying on this scripture, receiving and holding it, having extreme faith in it, obtaining it, experiencing bliss, and realizing it, therefore it is the attainment of full ordination. Thus it is said. Who is not suitable for full ordination? If one regresses from this, then one is not fully ordained. If one relies on this scripture but does not have faith in it, because one does not have extreme faith, one does not obtain it; because one has not experienced bliss, one cannot realize it. This is called not being fully ordained. Who should be fully ordained? A man who is alive and without obstacles, and a woman who is alive and without obstacles, these should be fully ordained. Who should not be fully ordained? One who has killed his father, one who has killed his mother, one who has killed an Arhat, one who has caused dissension in the Sangha, one who has drawn blood from the Tathagata with malicious intent, one who has no teacher, one who has no preceptor, one who has no alms bowl, one who has no Dharma robes, one who does not perform acts of penance, a heretic, one who has become a heretic, a thief, one who dwells separately, one who does not dwell, a eunuch, a hermaphrodite, one who has defiled a Bhikshuni, one who is not yet twenty years old, one who speaks of a personal deity, one who has done what should not be done, one who is likely to do what should not be done, and all non-humans, these should not be fully ordained. Even if they have been fully ordained, they are not fully ordained, and the one who ordains them will also become a deceased person. Why is that? Because those people are called destroyers of the Sangha, all are destroyers of the Sangha, therefore they should not be fully ordained. Who is fully ordained? So-and-so is the person, so-and-so is the name, so-and-so is the lineage, so-and-so is the clan, thus the Sangha, gathered according to the Dharma, ordains them, without present regret, without postponement, ordaining them with a request and four karmas, this is called full ordination. Whoever is fully ordained with permission is well and fully ordained. Who is not fully ordained? One who has killed his father, one who has killed his mother, one who has killed an Arhat, one who has caused dissension in the Sangha, one who has drawn blood from the Tathagata with malicious intent,

Eunuchs, heretics, those who have become heretics, thieves, those living separately, hermaphrodites, those who have turned women into men, those who have slandered bhikkhunis, and those who have previously broken their vows are called those who have not received the full ordination. These people are of the nature of non-arising in this Dharma and Vinaya. Why are they called those who have not received the full ordination? Because they have not obtained the same training, therefore they are called those who have not received the full ordination. Except for these thirteen types of people, the rest should receive the full ordination. If they have already received the full ordination, they should not be called those who have received the full ordination, and the act of receiving the full ordination will also become a thing of the past. Therefore, I say those who have not received the full ordination. What is karma? The karma of request, the karma of request and two, and the karma of request and four. Why is it called karma? Because there are two aspects, it is called karma: the karma of cutting off with punishment and the karma of degradation, and the karma of making vows to the white Dharma. What is the karma of punishment and the karma of degradation? For example: intimidation, scolding, expulsion, reconciliation, the karma of abandonment, punishment, demanding from the root, making one's mind content, and making one's mind content from the root. Furthermore, the karma of punishment is done as the karma of degradation. What is the karma of making vows to the white Dharma? For example: Uposatha, opening exceptions, receiving full ordination, expulsion, laying grass, and any other karma of making vows to the white Dharma, these are done as karma. Therefore, it is called karma. What is the nature of karma? What cause, what condition, does karma act upon what thing? That cause and that condition act upon that thing, this is called the nature of karma. What is the karma that should be established? Any karma that has a deficiency in the request, a karma that has a deficiency in the announcement, an unlawful karma, a karma where the Sangha has not assembled, a karma that has been reproached, these are called karma that should be established. What is the karma that should not be established? Any karma that is complete in the request, a karma that is complete in the announcement, a karma where the Sangha has assembled lawfully, a karma that has not been reproached, these are called karma that should not be established. What is the karma of expulsion? Expulsion is called abandonment.
