If one possesses these five qualities, one cannot be placed in the position of reason. Upali, as an impartial Vinaya holder, if one possesses five qualities, one can be placed in the position of reason. One will know the five attendant dharmas. What are the five? Knowing the debater, knowing the answer, knowing what is in accordance with the Dharma, knowing what is not in accordance with the Dharma, and having taken a vow. An impartial Vinaya holder, if one possesses these five qualities, one can be placed in the position of reason. Therefore, Upali, an impartial Vinaya holder should be placed in the sixteen positions of reason, and upon seeing the sixteen merits, one should proclaim the Sutra Pitaka. What are the sixteen? Thinking, "I have expounded the Sutra Pitaka," one should proclaim the Sutra Pitaka. Thinking, "I will examine the Sutra Pitaka," one should proclaim the Sutra Pitaka. Thinking, "I will follow the Vinaya," one should proclaim the Sutra Pitaka. Thinking, "My words will become firm," one should proclaim the Sutra Pitaka. Thinking, "I will punish the shameless side with penalties," one should proclaim the Sutra Pitaka. Thinking, "I will be able to admonish the words of the all-knowing one," one should proclaim the Sutra Pitaka. Thinking, "I will show the harmony of the Sangha," one should proclaim the Sutra Pitaka. Thinking, "I will admonish others," one should proclaim the Sutra Pitaka. Thinking, "My words will be accepted by others," one should proclaim the Sutra Pitaka. Thinking, "I will tame the monks," one should proclaim the Sutra Pitaka. Thinking, "I will lead the non-believers to faith," one should proclaim the Sutra Pitaka. Thinking, "Faith will increase again," one should proclaim the Sutra Pitaka. Thinking, "I will punish the shameless side with penalties," one should proclaim the Sutra Pitaka. Thinking, "I will be accepted by the shameful side," one should proclaim the Sutra Pitaka. Thinking, "The occurrence of disputes will not happen," one should proclaim the Sutra Pitaka. Thinking, "Disputes will be pacified," one should proclaim the Sutra Pitaka. Thinking, "After disputes are pacified, they will not arise again," one should proclaim the Sutra Pitaka. Thinking, "I will practice celibacy for a long time," one should proclaim the Sutra Pitaka. Upali, an impartial Vinaya holder, upon seeing these sixteen merits of mine, should proclaim the Sutra Pitaka.

If the Vinaya-holder Upali possesses these five qualities, he will not understand the merits of the Sutra Pitaka. What are the five? Not being skilled in the Sutra Pitaka, not being skilled in the Vinaya Pitaka, not being skilled in the Matrka, not being skilled in the Vibhanga, and not having recited the scriptures. Upali, if the Vinaya-holder possesses five qualities, he will understand the merits of the Sutra Pitaka. What are the five? Being skilled in the Sutra Pitaka, being skilled in the Vinaya Pitaka, being skilled in the Matrka, being skilled in the Vibhanga, and being accustomed to reciting the scriptures. Upali, if the Vinaya-holder possesses these five qualities, he will understand the merits of the Sutra Pitaka. Upali, if the Vinaya-holder is able to understand the Sutra Pitaka, then because he sees sixteen merits in this Sutra, he should proclaim the Sutra Pitaka. Furthermore, the Sutra Pitaka should be proclaimed in sixteen places. What are these sixteen? The Sutra Pitaka spoken by the Buddha should be proclaimed. The Sutra Pitaka spoken by the Hearers should be proclaimed. The Sutra Pitaka of the time when the Buddha appeared should be proclaimed. The one-sided Sutra Pitaka should be proclaimed. The Sutra Pitaka that is present in all should be proclaimed. The Sutra Pitaka that is similar to that should be proclaimed. The Sutra Pitaka that is endowed with the Vinaya should be proclaimed. Upali, if the Vinaya-holder sees these sixteen merits, he should proclaim the Sutra Pitaka. Upali, if the Vinaya-holder possesses five qualities, he will not be able to proclaim the Sutra Pitaka. Not knowing the Vinaya of the monks, not knowing the Vinaya of the nuns, not knowing the Vinaya of offenses, not knowing the Vinaya of disputes, and not knowing the Vinaya of afflictions. One must know the Vinaya of monks, know the Vinaya of nuns, know the subduing of offenses, know the subduing of disputes, and know the subduing of afflictions. Upali, the impartial holder of Vinaya, having understood the Vinaya through the sixteen topics, should declare offenses through the sixteen topics. What are the sixteen? Heavy, light, with remainder, without remainder, evil place, of the body, of speech, unwholesome, not declaring, prescribed, not prescribed, confessing, guarding, transgressing the Vinaya, and going to speak badly. Upali, having understood the Vinaya through these sixteen topics, one should declare offenses through the sixteen topics. If Upali, the impartial holder of Vinaya, possesses five qualities, he will not be able to declare offenses. What are the five? Not knowing the offense.
