The sixteen aspects of the Vinaya are, in brief: to speak and to debate, to answer and to be impartial, to follow reason and merit, place and explanation likewise, two kinds of downfalls and acts of punishment, two kinds of pacification, great merit, and finally, to be categorized into sections. The venerable Upāli asked the Blessed One, the Buddha: "Venerable, if a monk who debates wishes to debate with reason, he should thoroughly contemplate the place, thoroughly examine it, and thoroughly investigate it before debating with reason." Upāli, if a monk who debates wishes to refute with reason, he should thoroughly contemplate the sixteen places, thoroughly examine them, and thoroughly investigate them before refuting with reason. What are the sixteen? That is, whatever matter one wishes to refute, is this matter true or false? Has the time for refuting with reason arrived or not? Has the occasion for refuting with this matter arrived or not? Does the matter refuted with reason accord with reason or not? Thereafter, one should also examine: with regard to this, with what should one speak—seeing, hearing, or doubting? Was it transgressed by the body, or was it transgressed by speech? Was it done in a village, or was it done in a secluded place? Was it done at night, or was it done during the day? With remainder or without remainder? Is the venerable one able to raise [him] from a state of virtue and place [him] in a state of virtue? Upāli, a monk who debates with reason, wishing to debate with reason, should thoroughly contemplate these sixteen places, thoroughly examine them, and thoroughly investigate them before refuting with reason. If one possesses five qualities, the words of a monk who refutes with reason should be accepted. Refuting with reason is extremely pure. One should not refute with words like "so-and-so said." One should not accept words that come from Kunga (a person's name). One should not accept words that refute based on the words of a novice monk's father. One should accept the words of a monk who knows the words of the sutras as they are clearly stated, and who knows the place from which one practices purification. Upali, if one possesses these five qualities, the words of a monk who refutes with reason should be accepted.
