If a Bhikshu commits, approaches, or instructs a Bhikshu, and confesses faults and imposes penalties, what will happen? All will fall into offenses. Bhikshu, whether a Bhikshu is appointed or not, if he confesses faults and imposes penalties on others besides doing the duties of the Sangha, what will happen? He commits a minor offense. In short: sending messages, letters, gestures, and saying what others say, and from one to another, madness, mental confusion, sickness, deafness, foolishness, sleep, drunkenness, intoxication, entering into samadhi, and walking are the last. Bhikshu, if a Bhikshu confesses faults and imposes penalties for sending messages, what will happen? He commits a minor offense. Similarly, letters and gestures, and saying what others say, and passing from one to another, all will become minor offenses. Bhikshu, if a Bhikshu confesses faults and imposes penalties on a madman, what will happen? He commits a minor offense. Similarly, those who are mentally disturbed, afflicted by illness, foolish, mute, deaf, sleeping, drunk, intoxicated, entering into samadhi, and dwelling elsewhere, if they confess faults to them, they will commit minor offenses. Bhikshu, if a Bhikshu confesses faults and imposes penalties on a Bhikshuni, a Shikshamana, a Shramanerika, and a Shramanera, what will happen? He commits a minor offense. Bhikshu, if a Bhikshuni confesses faults and imposes penalties on a Bhikshu, a Shramanera, a Shramanerika, and Bhikshunis, what will happen? She commits a minor offense. Bhikshu, if an instructor confesses faults and imposes penalties, what will happen? He commits a falling offense. Monk, if a monk has caused a schism in the Sangha, and one who is close to schism, and one who gives instruction, if one does not act as instructed by them, what happens? All will fall. Monk, if a monk, thinking of one who has received full ordination as one who has received full ordination, does not act as instructed, what happens? It is a downfall.
