It burns the places of downfall, cooks, and causes downfall. Furthermore, if the downfall is not confessed and not confessed separately, it obscures virtuous dharmas. Therefore, it is said to be a cause of downfall. So, how does it lead to downfall? If a bhikshu gives food from his own hand to a naked person, a naked female wanderer, or a female wanderer, it will in all cases lead to downfall. If it is to avoid the bad influence of relatives, the sick, or sinners, there is no downfall. Giving it in pieces, or having others give it, there is no downfall. There is no downfall for beginners, the insane, the mentally disturbed, or those afflicted by suffering. The cause of downfall for giving to naked people, the forty-fourth, is complete. The Buddha, the Bhagavan, was staying in Jeta Grove, Anathapindika's Park in Shravasti. King Prasenajit of Kosala rebelled, sent an army, defeated and utterly crushed the rebels, and then returned. He sent a second and third army, and they also defeated and utterly crushed the rebels, and then returned. The ministers said to King Prasenajit of Kosala, 'O God, the army of Ribhrag has risen, and the army of the gods has declined. If you, O God, do not go there yourself, Ribhrag will be difficult to conquer. Please, O God, go there yourself.' King Prasenajit of Kosala ordered, 'All those in my country who live by weapons must go. Whoever does not go shall be fined five hundred Karshapanas.' As the king's fourfold army advanced, the Six Groups of monks said, 'Friends, dear friends, let us go and see what the fat man's fourfold army is like.' They went along the road, and when the elephant army arrived, the Six Groups of monks mocked them, 'Where are you going, wise ones? Venerable ones, King Prasenajit of Kosala is going to conquer the rebellious Ribhrag.' You misers, can such elephants conquer Ribhrag?

Oh. They said: Gods, how can we be victorious? These practitioners who wear large cloths that touch their heads and seek books are not few, but many. Who are the six groups of noble ones? Knowledgeable ones, those are slovenly practitioners, what harm do they do to you by speaking? Now! King Prasenajit, who arose in Kosala, thought: These people will hinder me again and again, and thinking this, he said to a person: Hey, inner minister, come here! Go to where the Blessed One is, and with my words, bow with your head to the two feet of the Blessed One, and ask the Blessed One: Is the Blessed One's harm little? Is the suffering small? Is the movement light? Is he alive? Does he have strength? Does he abide in ease? Is there no fault? And report this, from the message of King Prasenajit who arose in Kosala, if these venerable ones appear like an army, alas, for the sake of compassion, if the Blessed One would make a small rule so that the venerable ones do not appear like an army, that would be good. That person, having heard from King Prasenajit who arose in Kosala, said: As the divine command. Then he went to where the Blessed One was, and having arrived, bowed with his head to the two feet of the Blessed One, and sat to one side. Having sat to one side, that person said to the Blessed One: Venerable one, King Prasenajit who arose in Kosala, bows with his head to the two feet of the Blessed One, and asks the Blessed One: Is the Blessed One's harm little? Is the suffering small? Is the movement light? Is he alive? Does he have strength? Is he at ease? Is there no fault? Hey, inner minister, may King Prasenajit who arose in Kosala and you be well. Venerable one, from the message of King Prasenajit who arose in Kosala, if these venerable ones appear like an army, alas, for the sake of compassion, if the Blessed One would make a small rule so that the venerable ones do not appear like an army, that would be good. The Blessed One said nothing to that person, indicating permission. Then, that person, knowing that the Blessed One said nothing, indicating permission, departed from the feet of the Blessed One.
