The past ones have said: Within the boundary, an assembly should be held for the sick nuns, and the rest should be busy, appointing one another, and not showing it to the nuns. In this way, on the fifteenth Uposatha day, when all the Sangha is gathered and in harmony, a teacher for the nuns should be appointed. This is how to appoint: First, one should ask if they are willing. "So-and-so, are you willing to be a teacher for the nuns?" If willing, she should say, "I am willing." After that, a bhikkhu should make a request and perform the karma. Venerable Sangha, please listen: If the Sangha deems it the right time and permits, may the Sangha permit the appointment of the nun named "So-and-so" as the teacher of the nuns, and show the nun named "So-and-so" to the nuns. This is the request. The karma should be performed as follows: Venerable Sangha, please listen: If the Sangha is willing to appoint the nun named "So-and-so" as the teacher of the nuns, and therefore the Sangha appoints the nun named "So-and-so" as the teacher of the nuns, and shows the nun named "So-and-so" to the nuns, then, among the venerable ones, those who approve of appointing the nun named "So-and-so" as the teacher of the nuns, let them remain silent. Those who do not approve, let them speak. The Sangha has approved and permitted, the Sangha has appointed the nun named "So-and-so" as the teacher of the nuns, therefore, by everyone remaining silent, it is considered as accepted. The Blessed One said: A teacher for the nuns should be appointed. After saying this, those who are foolish, confused, unclear, or unwise are appointed without distinction. Those who, for the time being, have not subdued themselves and subdue others, that is impossible; those who have not pacified themselves and pacify others, that is impossible; those who have not crossed the mud and save others from the mud, that is impossible; those who, for the time being, have not completely passed beyond suffering and cause others to completely pass beyond suffering, that is also impossible.

世尊开示说:具有五法的,应当任命为比丘尼的导师。五者为何?即:具有戒律,多闻,如同长老的代表,具有城市人的语言,并且未曾以身体接触比丘尼而使之不悦。即使曾使之不悦,也已如法地忏悔了。如何算是具有戒律呢?即:未曾犯下任何一种四堕罪。这样就是具有戒律。如何算是多闻呢?即:能够广泛地背诵和熟悉别解脱经。这样就是多闻。如何算是如同长老的代表呢?即:受具足戒后已满二十年或更久。这样就是如同长老的代表。如何算是具有城市人的语言呢?即:宫廷周围被称为城市,具有那里的语言。这样就是具有城市人的语言。如何算是未曾以身体接触比丘尼而使之不悦呢?即:未曾以身体对任何比丘尼的身体有亲近的行为。这样就是未曾以身体接触比丘尼而使之不悦。具有这五法的,应当任命为比丘尼的导师。世尊开示说,具有五法的,应当任命为比丘尼的导师之后,六群比丘未经任命就对比丘尼进行教导。一些少欲比丘因此责备说:‘为何这些比丘未经任命就对比丘尼进行教导?’他们进行呵斥,进行诽谤,进行嘲讽。当时,比丘们将此事禀告了世尊。之后,世尊针对此事,针对这个缘起,针对这个情况,召集了比丘僧团,如前所述。‘诸佛世尊是明知故犯’等等也如前所述。佛世尊呵斥六群比丘:‘比丘们,未经我任命,不得对比丘尼进行教导。’世尊说:‘你们未经任命就对比丘尼……’

The Blessed One said: "One who possesses five qualities should be appointed as the instructor of nuns. What are the five? They are: possessing morality, being learned, being like a representative of the elders, possessing the language of city dwellers, and not having displeased a nun by touching her body. Even if they have displeased her, they have properly confessed that offense. How is one considered to possess morality? It is when they have not committed any of the four defeat offenses. That is how one possesses morality. How is one considered learned? It is when they extensively recite and are familiar with the Pratimoksha Sutra. That is how one is learned. How is one considered like a representative of the elders? It is when they have been fully ordained for twenty years or more. That is how one is like a representative of the elders. How is one considered to possess the language of city dwellers? The surroundings of the palace are called the city, and possessing that language is how one possesses the language of city dwellers. How is one considered not to have displeased a nun by touching her body? It is when they have not engaged in any physical intimacy with the body of a nun. That is how one has not displeased a nun by touching her body. One who possesses these five qualities should be appointed as the instructor of nuns." After the Blessed One said that one who possesses five qualities should be appointed as the instructor of nuns, the group of six monks, without being appointed, began to instruct the nuns. Some monks with few desires rebuked them, saying, "Why are these monks instructing the nuns without being appointed?" They scolded, reviled, and ridiculed them. At that time, the monks reported this matter to the Blessed One. Then, the Blessed One, regarding this incident, this origin, and this situation, convened the assembly of monks, as before. "The Buddhas, the Blessed Ones, act knowingly," and so on, is also as before. The Buddha, the Blessed One, rebuked the group of six monks: "Monks, without my appointment, you should not instruct the nuns." The Blessed One said, "You, without being appointed, to the nuns..."
