After harmony is achieved, a bhikshu should make a request and then act. Venerable Sangha, please listen. This bhikshu Devadatta is being deceitful in order to divide the harmony of the Sangha, and he has also taken up and clung to disputes that will lead to division. When many bhikshus admonish him, even though many bhikshus admonish him, he stubbornly clings to that very basis and is manifestly attached, and he makes assertions, saying, "Only this is true, the others are false." If the Sangha deems it the right time and appropriate, may the Sangha grant it. The Sangha says to Devadatta: "Venerable Devadatta, do not be deceitful in order to divide the harmony of the Sangha! Do not take up and cling to disputes that will lead to division! Venerable Devadatta, be in harmony with the Sangha! The Sangha is harmonious and undivided, all are joyful, there is no dispute, the opinions are the same, the utterances are the same, like water and milk mixed together. If you illuminate the teachings of the Buddha, you will abide in ease. Venerable Devadatta, abandon this cause of dividing the Sangha!" Thus, admonish him with a request and four karmas. This is the request. The action is as follows: Venerable Sangha, please listen. This bhikshu Devadatta is being deceitful in order to divide the harmony of the Sangha, and he has truly taken up and clung to disputes that will lead to division. When many bhikshus admonish him, even though many bhikshus admonish him, he stubbornly clings to that very basis and is manifestly attached, and he makes assertions, saying, "Only this is true, the others are false." Therefore, the Sangha says to Devadatta: "Venerable Devadatta, do not be deceitful in order to divide the harmony of the Sangha! Do not take up and cling to disputes that will lead to division! Venerable Devadatta, be in harmony with the Sangha! The Sangha is harmonious and undivided, all are joyful, there is no dispute, the opinions are the same, the utterances are the same, like water and milk mixed together.

If the Teacher's doctrine is made clear, one will abide in ease. Venerable Devadatta, you should abandon this basis for causing division in the Sangha. Thus, a motion and fourfold act of proclamation should be made. Those venerable ones who tolerate the motion and fourfold act of proclamation being made to Devadatta should remain silent. Those who do not tolerate it should speak. This is the first statement of the act. It should be repeated twice, three times in the same way. When the Sangha has tolerated and permitted it, the Sangha has made a motion and fourfold act of proclamation to Devadatta. Thus, because no one speaks, it is regarded as such. The monks, having heard from the Blessed One, 'Venerable ones, act according to the command,' made a motion and fourfold act of proclamation to Devadatta. Even though a motion and fourfold act of proclamation was made, he still strongly held and was attached to that very basis, and declared, 'This alone is true, the others are false.' His companions, the four monks who followed those who spoke discordantly, namely Kokālika, Khandadhamma, Kaṭamorakatissya, and Samudradatta, also said to the monks, 'Venerable ones, whether it is good or bad for you, do not say anything to this monk. Why is that? Venerable ones, this monk is a speaker of the Dharma, a speaker of the Vinaya. This monk has correctly taken up and well grasped the Dharma and the Vinaya, and then explains them. This monk speaks knowingly, not unknowingly. Whatever this monk likes and tolerates, we also like and tolerate.' When they said this, the monks reported it in detail to the Blessed One. The Blessed One said, 'Monks, Kokālika, Khandadhamma, Kaṭamorakatissya, Samudradatta, and anyone else who is like them should be rebuked and proclaimed. This should be proclaimed: 'Venerable ones, Kokālika, Khandadhamma, Kaṭamorakatissya, Samudradatta, you knowingly act rudely in order to divide the harmonious Sangha, and you have correctly taken up and cling to disputes that will lead to division.'

Do not hold on to it, be a companion to that intention, and do not follow those who speak discordantly. Say this to the monks: "Venerable ones, whether you are good or bad, do not say anything about this monk. Why is that? Venerable ones, this monk is a speaker of the Dharma, a speaker of the Vinaya. This monk correctly upholds the Dharma and the Vinaya, and having grasped them, establishes designations accordingly. This monk speaks knowingly, not unknowingly. Do not say that what this monk desires and endures, we also desire and endure." Why is that? Venerable ones, this monk is not a speaker of the Dharma, not a speaker of the Vinaya. Venerable ones, this monk is a speaker of what is not Dharma, a speaker of what is not Vinaya. This monk correctly upholds what is not Dharma and what is not Vinaya, and having grasped them, establishes designations accordingly. This monk speaks unknowingly, not knowingly. Venerable ones, do not desire and endure what this monk desires and endures. Venerable ones, do not desire to divide the Sangha, venerable ones, you should desire the Sangha to be in harmony. Venerable ones, be in harmony with the Sangha. The Sangha is harmonious, undivided, universally joyful, without disputes, becoming one, speaking with one voice, like water and milk mixed together, and if you make the Teacher's teachings clear, you will abide touching upon happiness. Venerable ones, you should exhort them to abandon those who follow the division of the Sangha and speak discordantly like this." The monks, having heard from the Blessed One, "Venerable ones, we will act according to your words," said this to the four monks who were companions to that, following those who spoke discordantly, namely Kokalika, Khandadeva, Katamorakatishya, and Samudradatta: "Venerable ones, knowingly, you are acting coarsely for the sake of dividing the harmonious Sangha, and having correctly taken up and grasped the disputes that lead to division, you are being companions to that and following those who speak discordantly.
