They said: Venerable ones, please take out the items we put in here for measuring weight. The monks said: Good people, you deliberately intended to make us commit an offense. The merchants said: Venerable ones, in this, your body has not acted, nor has your speech acted. How can you be committing an offense? Those monks felt remorse, thinking, 'Have we not committed an offense that leads to defeat?' Then they gradually returned to Shravasti (mnyan yod). The monks said to them: Venerable ones, welcome! Welcome! Did you have a safe journey? Were you not harassed by those tax collectors, robbers, and boat cutters? They said: Venerable ones, we were not harassed by those people. However, when we went for alms, the merchants put items for measuring weight into our belts, containers for Dharma robes, and bowls. We did not know and left the place of measuring weight. Therefore, have we not committed an offense that leads to defeat? They felt remorse. The monks reported this matter to the Blessed One, and the Blessed One taught: Monks, those monks have not committed an offense. However, a monk should not carelessly discard containers, but should arrange a guarding monk like this. They arranged a monk as a guard and then went for alms. When that monk went to defecate, urinate, or filter water, those merchants would, in the same way, put items for measuring weight into the belts, bowls, and containers, and in the same way, leave the place of measuring weight. When many monks were traveling together with like-minded merchants, they left two guardian monks behind to go begging for alms. When one of the two went to defecate, urinate, or filter water, the merchants would hold the other one's hand and feet, while others would fetch containers. The monk thought, 'I should tell the arriving Brahmacharis about this.' Those monks also arrived from their practice place. The merchants made such a clamor that the two monks were unable to tell those monks anything. When they passed through the customs area, they filled the containers with goods. The monks said to them, 'Good men, why are you filling the containers with goods?' They said, 'Venerables, we are taking out the items placed here to pay taxes.' The monks rebuked the two guardian monks, 'You two were left here, but you caused us to commit an offense.' The two then told the whole story as it happened. Those monks felt remorse, thinking, 'Have we committed an offense that leads to defeat?' They told the matter to the monks. The monks reported it to the Blessed One, and the Blessed One instructed, 'Monks, those monks have not committed an offense. But the items that need to be paid at customs should be taken out by a householder or a novice monk and returned to those merchants. If there is no householder or novice monk, take it out yourself, place it in front, and tell them, 'This is your item,' so that they know.' Vinayavibhaṅga, Volume 5.
