From Shravasti to Jeta Grove, residences were built, and wherever the monks spent their noon, they would engage in eating. Other monks, lacking water, had Anathapindika dig a well there, and plant trees filling a cart with three hot and three fruits, so that the water became very rich in taste. This was spread throughout the world, and people gathered upon hearing it. The monks prevented them, and the people of Shravasti said: "Venerable ones, we offer you all necessities, do you intend to prevent this water that is common to the whole world?" At this time, the monks reported to the Blessed One, and the Blessed One instructed: "Do not prevent it." When the nuns came to ask for water, the monks did not give it, and the Blessed One instructed: "Give it." The Blessed One said: "Women are nets set everywhere, they are the bonds of Mara." Therefore, when the monks gave water to women, they became attached. Once, a woman with a beautiful appearance and youthful bloom was very infatuated with a young monk, and asked him for water. The monk also became infatuated with her, and with a bound mind, even when returning, he continuously poured water for her. The woman, constantly thinking of him, drank the water, and as a result, the water entered her trachea, and she died. The monks with few desires began to scold, ridicule, and slander. At this time, the monks reported to the Blessed One, and the Blessed One instructed regarding this matter: "Whenever a woman asks a monk for water with a mind bound by attachment, the monk himself should not give it to her. Do not continuously give water to women, and tell her to drink with her hands. Pour water intermittently. Otherwise, a serious offense will be committed." Vinaya Basis, Volume Seventy-Seven. At that time, when those who initially offered alms in Jeta Grove were about to begin offering, the Six Groups of monks heard about it, ran to the residence, sat down, and took the initial alms.

He said to whoever came: "If it is milk porridge, take the bowl to hold it; if it is clear water porridge, offer it to the Sangha with great miraculous powers and the Sangha with great power." Similarly, it should be applied to other foods such as Hwags's offerings. Some monks with few desires were scolded, ridiculed, and reviled. The monks reported this matter to the Blessed One, and the Blessed One instructed on this matter: "A monk should not covet the gains of others; if he covets, he will commit a serious offense." After the Blessed One said that monks should not covet the gains of others, some monks went to other monasteries for some reason. When they arrived there, although there was food, they did not enjoy it because they regretted it. The monks reported this matter to the Blessed One, and the Blessed One instructed on this matter: "Do not go intentionally; if you come unintentionally, and there is food, you should enjoy it and not regret it." When poverty occurred, the monks went to other monasteries, and seeing the monks there enjoying food, they also wanted to eat, but regretted not enjoying it. The monks reported this matter to the Blessed One, and the Blessed One instructed on this matter: "If the previous monastery distributed unlimited food to them, they may accept it; if the monks distributed limited food, they should not accept it. If they accept it, they will commit a serious offense." Then, when the Blessed One was traveling in the country of Kashi, he went to Black Mountain. At that time, two monks named Going Fast and Nabso lived on Black Mountain. They heard that the Blessed One would travel from the country of Kashi to here with the Sangha of monks. After hearing this, they thought: "In front of the Teacher, those shameless and unscrupulous monks will talk about us and mention us. Rather, let us build a large monastery for the sake of the Blessed One."

Beginning with the monks, three dwelling assignments and six dwelling acceptances should be made. What are the three dwelling assignments? They are for winter, spring, and summer. What are the six dwelling acceptances? All temples, all temple vicinities, all small houses, all small house vicinities, all gardens, and all garden vicinities should be assigned. If it is said, "Assign the temple," it should be said, "This has already been assigned." If it is said, "Assign the small house," it should be said, "This has also been assigned." If it is said, "Assign the temple vicinity," it should be said, "This has also been assigned." If it is said, "Assign the small house vicinity," it should be said, "This has also been assigned." If it is said, "Assign the garden," it should be said, "This has also been assigned." If it is said, "Assign the garden vicinity," it should be said, "This has also been assigned." Because those places have no dwelling, and if one does not dwell there, there is no shame or hesitation, thinking that we will not be talked about, so the two of them made three dwelling assignments and six dwelling acceptances. When the Blessed One went to Black Mountain, the two of them had already prepared the Blessed One's temple. The monks said: Venerable ones, assign the dwelling and the temple. The two of them said: The temple has already been assigned. Assign the small house. That has also been assigned. Assign the temple vicinity. That has also been assigned. Assign the small house vicinity. That has also been assigned. Assign the garden. That has also been assigned. Assign the garden vicinity. That has also been assigned. Because the two of them did not assign all the dwellings, from then on, loud and great noises arose in the garden. The Buddhas, the Blessed Ones, cultivate knowingly; they cultivate knowingly, and do not cultivate unknowingly; they cultivate in due time, and do not cultivate out of time; they cultivate meaningfully, and do not cultivate meaninglessly. Therefore, the Buddhas, the Blessed Ones, prevent meaningless cultivation with water barriers. The Buddhas, the Blessed Ones, are knowers of the time for meaningful cultivation.
