At the time when I also made the recitation of precepts into a non-recitation, the monks petitioned the Blessed One. Then, the Blessed One sent messengers to summon the monks who had been expelled from the dwelling, the monks who followed those who had been expelled from the dwelling, and those who followed those who followed those who had been expelled from the dwelling, and spoke thus: Monks, even though I have thus instructed you, quarrels, fault-finding, disputes, and debates still occur, and you still make the recitation of precepts into a non-recitation, is this true? Venerable ones, it is so. Monks, do not quarrel, do not find fault, do not dispute, do not debate. Monks, when you quarrel, find fault, dispute, and debate, those actions that should be done from the dwelling, such as the recitation of precepts, the end of the rains retreat, the petition, the petition with two matters, and the actions done with the petition with four matters, will be confused with what has not been done, and monks, you and those monks, and they and you, will become separated from each other. Where does the Sangha abide by the Dharma? For example, the Sangha expels those who are not seen, does not send them back, and does not abandon those who have fallen into evil views, this is the Sangha abiding by the Dharma. Then, the Blessed One praised the expelled monks, and the monks who followed the expelled, and those who followed the expelled again, and sent messengers to summon the expelled monks, and the monks who followed the expelled, and those who followed the expelled again, saying: Monks, I said that, but is it true that you dwell because of quarrels, fault-finding, disputes, and quarrels, and also turn the Uposatha into non-Uposatha? A householder invited the Sangha of monks, including the Buddha, to his home for a meal, and the Sangha of monks arrived. The Blessed One sat on the prepared seat and accepted the alms food. The Blessed One would say, 'Has a certain bhikkhu satisfied the community of bhikkhus with food obtained through alms?' The Blessed One individually rejoices in the bhikkhu who has gone for alms, and in this way, he individually rejoices. The Blessed One asked, 'How many bhikkhus have satisfied the community of bhikkhus with food obtained through alms? Venerable ones, even if the community of bhikkhus is satisfied with food obtained through alms, nevertheless, when the bhikkhus who are disputants and counter-disputants gather together, if quarreling, fault-finding, arguing, and debating occur, so that, like this, from 'a downfall has occurred' to 'it should be established,' it is as before. Now they have engaged in mutual beatings.' Then, the Blessed One, having finished his meal, washed his two feet outside the monastery and entered the monastery in order to enter into meditation. Then, the Blessed One arose from his midday meditation and sat in the midst of the community of bhikkhus on the seat that had been prepared. Having sat down, the Blessed One addressed the bhikkhus, saying, 'Bhikkhus, when you enter houses for food, is it true that quarreling, fault-finding, arguing, and debating occur, so that things happen from 'a downfall has occurred' to 'now they have engaged in mutual beatings'?' Venerable One, it is true. Bhikkhus, do not quarrel, do not find fault, do not argue, do not debate. Furthermore, I shall establish a code of conduct that allows the bhikkhus who are disputants and counter-disputants to enter a room.
