又,应当如其所是安住,或应告知维那:“具寿,浴瓶空了。”自己未装满,也未告知维那,则是不恭敬,因不恭敬之故,我们是否曾规定应使其犯堕罪?彼言:“并非完全空。”即使未空,然此水不能行水之作用。彼默然住。憍赏弥之比丘,乃憍赏弥之本地人,且眷属众多,故彼强行令其逐出僧团,鸯伽国之比丘众遂起争端,于彼处与憍赏弥之比丘众发生争斗、揭短、争论及辩论,如是,或已犯堕罪?或未犯堕罪?或已逐出僧团?或未逐出僧团?凡已犯堕罪与未犯堕罪,已逐出僧团与未逐出僧团,凡何者为已逐出僧团,彼乃因与非法相合而逐出,故应平息争端。诸比丘以此事请问世尊,其后,世尊令使者召集已被逐出僧团之比丘,与随逐已被逐出僧团之比丘众,以及随逐随逐已被逐出僧团者,如是告曰:“诸比丘,汝等发生争斗、揭短、争论及辩论,如是,或已犯堕罪?”乃至“故应平息争端”之间,如前所说,是真实吗?尊者,是真实的。诸比丘,莫争斗,莫揭短,莫争论,莫辩论。复次,我当为已被逐出僧团之比丘制定应行之法,已被逐出僧团之比丘应如是作意:‘此逐出者,乃能降伏暴恶者,持经者,持律者,持母者。’彼之友伴众多比丘,亦能降伏他方暴恶者,持经者,持律者。

Furthermore, one should abide as it is, or one should inform the steward, saying, "Venerable one, the bathing vessel is empty." If one does not fill it oneself and does not inform the steward, it is disrespectful. Because of disrespect, did we not stipulate that one should incur a fault of downfall? He said, "It is not completely empty." Even if it is not empty, this water cannot perform the function of water. He remained silent. The monks of Kausambi, being natives of Kausambi and having many followers, forcibly expelled him from the Sangha. The monks of Vaisali became embroiled in disputes, and there they engaged in fighting, fault-finding, arguing, and debating with the monks of Kausambi. Thus, have they committed an offense? Or have they not committed an offense? Have they been expelled from the Sangha? Or have they not been expelled from the Sangha? Whether an offense has been committed or not, whether one has been expelled from the Sangha or not, whoever has been expelled from the Sangha, that expulsion is due to association with what is not the Dharma, and therefore one should pacify the dispute. The monks requested the Blessed One about this matter. Then, the Blessed One had the messenger summon the monk who had been expelled from the Sangha, the monks who followed the one who had been expelled from the Sangha, and those who followed those who followed the one who had been expelled from the Sangha, and said to them, "Monks, you have engaged in fighting, fault-finding, arguing, and debating. Thus, have you committed an offense?" Up to "therefore one should pacify the dispute," is it true as stated before? Venerable one, it is true. Monks, do not fight, do not find fault, do not argue, do not debate. Furthermore, I shall establish the practices to be followed by a monk who has been expelled from the Sangha. A monk who has been expelled from the Sangha should think thus: 'This expeller is one who subdues the wicked, one who holds the Sutras, one who holds the Vinaya, one who holds the Matrikas.' Many monks who are his companions are also those who subdue the wickedness of others, those who hold the Sutras, those who hold the Vinaya.

If I do not properly confess my transgressions according to the Dharma, then the Sangha's strife, fault-finding, disputes, and conflicts will arise and persist. No, I should properly confess my transgressions according to the Dharma. A monk who has been expelled from the monastery, if he does not properly accept and practice the rules of conduct as prescribed, will commit a serious offense. Then, the Blessed One praised the monks who had been expelled from the monastery, those who followed the expelled monks, and those who followed those who followed the expelled monks, and commanded the messengers to summon the monks who were expelling from the monastery, those who followed the expelling monks, and those who followed those who followed the expelling monks, and said this: "Monks, you have engaged in strife, fault-finding, disputes, and conflicts, and have committed transgressions like this?" From "yes" to "should be settled" is the same as before. Is it true, venerable ones? Monks, do not engage in strife, do not find fault, do not dispute, do not conflict. Furthermore, I will establish rules of conduct for the monk who is expelling from the monastery. The monk who is being expelled from the monastery should think like this: "This monk who has been expelled from the monastery is one who subdues the wicked, holds the Sutras, holds the Vinaya, and holds the mother (藏文,梵文天城体,梵文罗马拟音,汉语字面意思). Moreover, many monks who are friends with him are also those who subdue the wicked, hold the Sutras, hold the Vinaya, and hold the mother (藏文,梵文天城体,梵文罗马拟音,汉语字面意思). A monk who is being expelled from the monastery, if he does not properly accept and practice the rules of conduct as prescribed, will commit a serious offense. The Blessed One said this. However, those monks still exist because of strife, fault-finding, disputes, and conflicts, and they are still holding the Uposatha.
