这一切都源于风。海洋、山脉和天神的无量宫殿，以及各种珍宝的种子散布，也都源于风。风带来云朵，雨水也普降。风也能使云朵完全消散。世间的庄稼生长也由风促成。风为一切众生带来利益。这风，即使没有学习过彼岸，也没有学习过佛陀的功德，却能显现世间无量的果报。那么，已经获得证悟的圣者们，为什么不能显现呢？海洋中龙的雷鸣般的云朵水流，鸟的叫声、男人的声音，女人、女孩、孩童的声音，所有这些悦耳的声音都传达给众生。像这样，如果知道悦耳的声音没有自性，就会具有无碍的勇气，并为一切众生宣说悦耳的声音，用动听的声音使世界欢喜。这海洋具有令人惊叹的奇妙法则。一切众生都与海洋相似，因此称为海洋。水和元素以及珍宝永不耗尽，水无论如何取用也不会满足。同样，那些众生都像海洋一样，福德、禅定和解脱，以及智慧、般若和功德永不耗尽，无论如何积累福德和功德等都不会满足。当海洋中的龙嬉戏时，从大地的基础到自在天的处所，四大部洲都充满巨大的云朵，所有这些都具有各种各样的装饰。在自在天的地方，赡部洲呈现出金色的云彩。在化乐天，呈现出红珍珠般的颜色。在兜率天，呈现出冰雪般的颜色。在无诤天，呈现出深蓝色的青金石色。在三十三天，呈现出如金刚石般坚硬的颜色。在善法堂，呈现出水晶般的颜色。在海洋中，呈现出如金刚石般不可摧毁的坚硬。在人非人处，呈现出如上等香料般浓郁的颜色。在龙的处所，呈现出莲花般的颜色。在秘密处所，呈现出如信徒所绘的鸟的颜色。在阿修罗处，呈现出如山岩般的颜色。在北方，呈现出金色的光芒。在其他洲，呈现出各种各样的装饰。在赡部洲，呈现出如青色山脉般的颜色。哪里高，云朵就呈现出相应的颜色。在自在天的地方，确定显现出金色的云彩，呈现出如太阳般的闪电。

All these arise from the wind. The ocean, mountains, and immeasurable palaces of the gods, and the scattering of seeds of various jewels, also arise from the wind. From the wind come clouds, and rain falls everywhere. The wind also completely pacifies the clouds. The growth of crops in the world is also done by the wind. The wind brings benefit to all beings. That wind, even without having studied the perfections, and without having studied the qualities of the Buddha, manifests the immeasurable ripening of the world. Then, why do those who have attained holiness not manifest it? The ocean's dragon's thunderous clouds of water, the sounds of birds, the voices of men, women, girls, and children, all these melodious sounds are proclaimed to sentient beings. Like that, knowing that melodious sounds have no inherent nature, one will become endowed with unobstructed courage, and having spoken melodious sounds to all beings, one makes the world happy with pleasing sounds. This ocean has amazing and wonderful laws. All beings are similar to the ocean, therefore it is called the ocean. Water and elements and jewels never run out, and the waters are never satisfied no matter how much is taken. Likewise, those beings are all like the ocean, merit, meditation, and liberation, and wisdom, prajna, and qualities never run out, and one is never satisfied no matter how much merit and qualities are accumulated. When the dragons of the ocean play, from the base of the earth to the place of the Lord of Power, the four continents are filled with great clouds, and all of these have various decorations. In the place of the Lord of Power, Jambudvipa manifests clouds of golden color. In Nirmāṇarati, it appears like the color of red pearls. In Tuṣita, it appears like the color of snow and hail. In Akrista, it appears as deep blue lapis lazuli. In the Thirty-Three, it is like the essence of diamond. In the Sustaining Place, it appears like the color of crystal. In the ocean, it is like the indestructible hardness of a diamond. In the non-human place, it appears like the richness of excellent incense. In the place of the nāgas, it appears like the color of a lotus. In the secret place, it appears like the color of a devotedly painted bird. In the place of the asuras, it appears like the color of mountains and rocks. In the north, it shows the color of golden rays. In other continents, it shows various decorations. In Jambudvipa, it appears like blue mountains. Wherever it is high, the clouds appear accordingly. In the place of the Lord of Power, it is certain that golden clouds appear, showing lightning like the color of the sun.

In the Amanushya place, all the flutes are sounding; In the place of the Nagas, it is the sound of the Kalavinka; In the secret place, it is the voice of the Naga maiden; In the Asura place, it is the sound of the Deva's damaru drum; In the human place, it is the sound of the ocean flute. That is the place of sovereignty, emitting the fragrance of the Devas; It also rains down a rain of various arranged flowers.
