Because, like allowing a sick person to be innocent after a prohibition, it is the third kind. There are differences in the three intermediate ones: like having to admit the previous summer retreat, and then also having to admit the latter, it is the first kind; if it is taught that one must do posadha etc., and then one must rely on the abbot of the place, like prohibiting doing posadha etc., it is the second kind; because, like monks having to listen to and speak about the Dharma in good times, but a sick person not doing so is not a fault, it is the third kind. There are differences in the latter three: like allowing monks to wear boots, and then allowing them to wear shoes with shafts, it is the first kind; like allowing monks to wear shoes, and then prohibiting wearing flashy and squeaky shoes, it is the second kind; like allowing a hard mat to be laid down, and then having to remove it, it is the third kind. The fourth is knowing the prohibition, because knowing that it is not allowed even for the sake of life is that. It is not allowed even for the sake of life, because of natural offenses etc., and because drinking alcohol is not allowed in the Pratimoksha. The fifth is knowing the permission, because in order to subdue evil debaters, it is allowed to read the treatises of outsiders etc. The fifth of abiding is: knowing the obstruction, and knowing the non-obstruction, and speaking about it to others, and then teaching it, and letting others abide, is the general reason. There is a fifth that can cause abiding: because on top of the previous four, it is added that it can cause abiding. There are two kinds of this: permanent abiding and temporary abiding for two reasons. The twenty-first is the fifth of knowing transgressions: knowing transgressions, and knowing non-transgressions, and knowing light ones, and knowing heavy ones, and existing in anyone who has mastered either the Pratimoksha or the Vinaya. There are five kinds of heavy ones: heavy by nature, heavy from the aspect of action, heavy from the aspect of the basis, heavy from the aspect of intention, heavy from the aspect of number. The first exists: because like the four parajikas and the five heinous crimes. The second exists:

Because it is like an act of disrespect. The third exists because it is like killing a person. The fourth exists because it is like being killed by strong hatred. The fifth exists because those are the acts done many times. From the perspective of the basis, there are also heavy and light aspects; for the wise who regret sins and see them as faults, it is light, but for the foolish who delight in engaging in that action, it is said to be heavy. The opposite of these is known to be light. There is a way to categorize these five groups of things, because they can be categorized into two: whether or not they have special characteristics, the basis being ordinary beings and noble ones, and whether or not they have autonomy. The first exists because it can be categorized into two: whether or not one possesses the qualities of knowing the three baskets as a branch. The second exists because it is encompassed by the continuum of either ordinary beings or noble ones. The third exists because it can be categorized into two: whether one's own continuum possesses the five groups of things, and whether or not other continuums need to possess the five groups of things, that is, serving as the basis for holding the five groups of things, and the branches of the five are incomplete, not needing to be supplemented by others, and the opposite of that. For individuals, there are also two types: whether or not they have autonomy, that is, after taking the Bhikshu vows, the lineage of pure Bhikshu vows has been unbroken for ten years, and that individual who possesses any one of the twenty-one five-fold groups is an autonomous individual, and other than that, they are not autonomous. The first is established because that individual can serve as the preceptor and disciplinary master for others, and can travel without relying on other disciplinary masters. The second is established because it is the opposite of the previous five. There is no individual who possesses the twenty-one five-fold groups, because the fifth of the learners and non-learners does not exist as an individual who possesses the continuum. Having completed ten years is the quality of stability, and knowing any one of the twenty-one five-fold groups is the quality of wisdom; if one does not possess either the quality of stability or wisdom, even if one is an Arhat, one is not allowed to travel without having settled down, because if one travels, it will cause a downfall. For those who are allowed to travel, either stability or wisdom is sufficient, that is, even if one has only completed about five years after taking the Bhikshu vows, if one possesses the final knowledge of downfall, one is allowed to travel.
