The reason for this is that here, learning from the self-born ones like the rhinoceros horn is because one wants to ascertain that one is of the lineage destined for enlightenment. The third is the way of the appearance of the Chakravartin, divided into two: the meaning of the words and the general meaning. The first is divided into four: the time of appearance, the classification, the way of turning the wheel, and the difference between the names of the Buddha and the Chakravartin. The first is: "The appearance of the Chakravartin does not exceed eighty thousand." Chakravartin, possessing Dharma nature, you have a time to appear, because you only appear between immeasurable lifespan and eighty thousand years, and after that, because you are not a vessel, you do not appear. There is a meaning to the words, because you rule beings through the wheel, so it is said that way. The second is: "Those with wheels of gold, silver, copper, and iron, they rule one continent, two continents, three continents, and four continents in descending order, not two together like four Buddhas." Chakravartin, possessing Dharma nature, you have four categories, namely gold.

Among them, the golden wheel-turning king rules over the four continents, the silver wheel-turning king rules over three continents, the copper wheel-turning king rules over two continents, and the iron wheel-turning king rules over one continent. It is not like this because there are differences in being supreme, near supreme, intermediate, and inferior. From where are these things said? They are shown in the Treatise on Proportions, and they are also spoken of in other sutras. Dharma of the Wheel-Turning King, you do not appear two at once or at the same time on one continent, because you are a person who has accumulated incomparable karma. For example, two fully enlightened Buddhas do not appear at the same time in the same teaching. However, Buddhas from other Buddha-fields are not necessarily required to come before the teacher in this Buddha-field. The third is: Others welcome you, you go yourself, set up battlefields, and conquer by creating weapons, without harm. It is said like this. Dharma of the Wheel-Turning King, you and the Buddha are the same in having excellent marks, but there is a difference: the marks of the Buddha abide in a land that is not mixed with the world, and are superior with clarity and perfection, etc., but your marks are not like that. Second, in terms of the general meaning, there are five points: the cause, the time, the manner of arising, the difference in qualities, and for what purpose it arises. First, there is a cause, because it arises from doing great power of merit. Second, there is a time, because as mentioned before, it does not appear except in the age of completion. Third, there is a manner of arising, when the king is of the kshatriya caste, and on the fifteenth fasting day of empowerment from the crown of the head, abides in the observance, he will become a golden wheel king.
