It exists in the Buddha himself, while the function of the activity exists in the beings to be tamed. For example, the action of cutting a tree with an ax exists in the ax, and the action of being cut exists in the tree itself. The Abhisamayalankara says, "Thus, as long as samsara exists, activity is desired to be constant." As it is said, the activity of the Buddha constantly continues in the minds of those to be tamed. Moreover, it proceeds in a way that does not transcend time and is naturally accomplished. The Abhisamayalankara says, "When the continuum is fully matured, to whom, to what, and when, the action becomes beneficial, to them, to them, it appears." And the Uttaratantra says, "The realm of those to be tamed, the means of taming, the activity of taming the realm of those to be tamed, to those who go to that place and time, the pervasive lord always enters naturally accomplished." As it is said. If the being to be tamed is not a vessel, then as the Abhisamayalankara says, "Even if the king of gods sends down rain, it is useless, seeds without qualities do not grow, even if the Buddhas have appeared, those without fortune do not experience goodness." It will become like that. This way of accomplishing activity has nine similes and nine meanings. The Uttaratantra says, "Like Indra's drum and cloud, Brahma, sun, jewel, wish-fulfilling king, sound, image, space, earth, without effort, the yogi works for the benefit of others." As it is said, Indra's image, the drum of the gods, the cloud, the emanation of Brahma, the sun, the wish-fulfilling jewel, sound, image, space, and earth, these nine similes symbolize nine meanings. That is to say, at some time, when the surface of this world becomes the nature of lapis lazuli, the image of the lord of the gods, Indra, along with his abode, appears on the earth, and the people of the world see it and think, "I too shall become like Indra," and thus make prayers. Similarly, for beings with purified karma, the emanation body of the Buddha also appears with various actions such as teaching the Dharma, and upon seeing it, faith and prayers arise, thereby accomplishing benefit.

在三十三天,有一个由天人的福德所成就的天鼓,有时在没有敲击者的情况下,会发出各种各样的佛法之声,就像为天人们说法一样。同样,当佛陀的教诲适时地传给应调伏的众生时,无需努力就能宣说各种佛法。就像夏季云层降下及时雨,滋养庄稼等一样,从大悲的云层中降下佛法之雨,使众生获得增上生和决定胜。就像大梵天安住在自己的住所,却毫不费力地在其他天界显现自己身形的影像一样,佛陀的法身不离本位,却行持十二事业等各种事业。就像太阳升起在空中,莲花盛开,世界变得光明一样,佛陀无需任何努力就能使应调伏的众生成熟,使成熟的众生解脱,并照亮利益和安乐的道路。就像向如意宝祈祷,无需分别念就能满足愿望一样,佛陀无需任何努力就能圆满成就一切利他之事。就像从山谷中发出回声,无需任何动机的分别念一样,佛陀以无需努力的分别念,不依赖舌头和口腔等的方式,以符合应调伏者心意的方式宣说各种佛法。就像虚空实际上没有高低之分,但在他人看来却似乎存在一样,佛陀为了愚钝者的缘故,示现各种生死的化身,虽然看似存在,实际上却并不存在,但却能成办利益。就像大地是庄稼等的所依,虽然没有“这是所依,这是生长”这样的分别念,却能成办这些一样,佛陀没有“我要成办这个和这个众生的利益”这样的努力的分别念,却能生起、安住和增长一切众生的善妙。因此,《宝性论》中说: “犹如毗琉璃清净地,天主身形现影像,如是众生清净心,能仁之王现身形。” 以及“诸天一切复一切,”。

In the Trayastrimsha heaven, there is a great drum of the gods, which is made of the merit of the gods. Sometimes, without a striker, it produces various sounds of Dharma, as if teaching the Dharma to the gods. Similarly, when the Buddha's teachings are timely for those to be tamed, various Dharmas are taught without effort. Just as rain falls from the clouds in summer, nourishing crops and so on, the rain of Dharma falls from the clouds of great compassion, causing beings to attain higher realms and definite goodness. Just as the Great Brahma resides in his own abode, yet effortlessly shows the appearance of his form in other heavenly realms, the Dharmakaya of the Buddha does not move from its place, yet performs various activities such as the twelve deeds. Just as the sun rises in the sky, causing lotuses to bloom and illuminating the world, the Buddha, without any effort, ripens those to be tamed, liberates those who are ripe, and illuminates the path of benefit and happiness. Just as praying to a wish-fulfilling jewel fulfills desires without any conceptualization, the Buddha accomplishes all altruistic deeds spontaneously without any effort. Just as echoes arise from a cliff without any motivational conceptualization, the Buddha teaches various Dharmas in accordance with the minds of those to be tamed, in a way that does not rely on effortful conceptualization or the tongue and palate. Just as the sky has no high or low in reality, but appears to have them to others, the Buddha performs various emanations that appear to have birth and death, which appear to the minds of the dull-witted, but while appearing to exist, they do not actually exist, yet they accomplish benefit. Just as the earth is the basis for crops and so on, and although it has no conceptualization of "this is the basis, this is growth," it accomplishes these things, the Buddha, without any effortful conceptualization of "I will accomplish the benefit of this and that being," causes all the goodness of beings to arise, abide, and increase. Thus, in the Uttaratantra, it says: "Just as the image of the body of the lord of gods appears on a pure ground of lapis lazuli, so the image of the body of the King of Sages appears on the pure ground of the minds of beings."
