Venerable sir, it was prescribed on that occasion. Inquiry – Friend, whose word is this? Answer – Venerable sir, it is the word of the Blessed One, the Arahant, the Perfectly Self-Enlightened One. Inquiry – Friend, by whom was it brought down? Answer – Venerable sir, it was brought down by tradition. Inquiry – Friend, is there any error here? Answer – No, venerable sir. Notification to the Sangha May the Sangha, venerable sirs, listen to me. Venerable sirs, I questioned the venerable Vicittasārābhivaṃsa on the origins and other points of these fifteen training rules, and on many other matters to be inquired about. And he, being questioned, answered. Thus, venerable sirs, this is pure and perfectly clear, the very word of that Blessed One, the Arahant, the Perfectly Self-Enlightened One. Therefore, just as formerly the great elder Mahākassapa and others, the excellent great elders, the ancient reciters, recited and re-recited the Dhamma-Vinaya for the long continuance of the holy life, for the welfare of many, for the happiness of many, out of compassion for the world, for the good, for the benefit, for the happiness of gods and humans; even so, we, now included in the Sixth Council Great Dhamma Assembly, from the time of its establishment, having made a collective recitation of these training rules, should recite them. 2.
