Pure Black Training Rule Question Question – Friends, where was it laid down by the Blessed One that there is an offense of relinquishment and expiation for one who has a mat made of pure black sheep’s wool? Answer – Venerable sir, it was laid down in Vesālī. Question – Friends, concerning whom and about what matter was it laid down? Answer – Venerable sir, it was laid down concerning the group of six bhikkhus. Venerable sir, the group of six bhikkhus had a mat made of pure black sheep’s wool. Venerable sir, it was laid down concerning that matter. 2. Kosiyavagga 3. Two Parts Training Rule Question Question – Friends, where was it laid down by the Blessed One that there is an offense of relinquishment and expiation for one who has a new mat made without taking into account the measure of white wool, the measure of goat hair? Answer – Venerable sir, it was laid down in Sāvatthī. Question – Friends, concerning whom and about what matter was it laid down? Answer – Venerable sir, it was laid down concerning the group of six bhikkhus. Venerable sir, the group of six bhikkhus took only a little white wool at the end and had a mat made just like that, of pure black sheep’s wool. Venerable sir, it was laid down concerning that matter. 2. Kosiyavagga 4. Six Years Training Rule Question Question – Friends, where was it laid down by that Blessed One… and so on… the Perfectly Self-Enlightened One, that there is an offense of relinquishment and expiation for one who has a mat made every year? Answer – Venerable sir, it was laid down in Sāvatthī. Question – Friends, concerning whom and about what matter was it laid down? Answer – Venerable sir, it was laid down concerning many bhikkhus. Venerable sir, many bhikkhus had a mat made every year. Venerable sir, it was laid down concerning that matter. Question – Friends, whose word is it? Answer – Venerable sir, it is the word of the Blessed One, the Arahant, the Perfectly Self-Enlightened One. Question – Friends, by whom was it brought? Answer – Venerable sir, it was brought by tradition. Question – Friends, is there anyone here who has a fault of error? Answer – There is not, venerable sir. Notification to the Sangha for the purpose of recitation. May the Sangha, venerable sirs, listen to me. I asked the Venerable Vicittasārābhivaṃsa, holder of the Tipiṭaka, treasurer of the Dhamma, about the origins and other points of these Nissaggiya Pācittiya training rules, up to the six-year rule, many places that should be asked. And the Venerable Vicittasārābhivaṃsa, being asked, answered. Therefore, venerable sirs, these training rules are pure, very clean, the very words of the Blessed One, the Arahant, the Perfectly Self-Enlightened One. Therefore, just as before, the great elder monks, foremost reciters of old, such as Mahākassapa and others, recited and re-recited the Dhamma-Vinaya for the long-lasting of the holy life, for the welfare of many, for the happiness of many, out of compassion for the world, for the good, for the benefit, for the happiness of devas and humans, even so, we, all of us now, included in the Great Dhamma Assembly of the Sixth Council, starting from the six-year Nissaggiya training rule, having collectively chanted these Nissaggiya training rules, should recite them. 2. Question – Where, friends, was the Nissaggiya Pācittiya rule laid down concerning one who, having disregarded an old sitting mat, has a new sitting mat made, exceeding the Sugata span around it, by the Blessed One… the Perfectly Self-Enlightened One? Answer – It was laid down in Sāvatthī, venerable sir. Question – Concerning whom, friends, and on what occasion was it laid down? Answer – It was laid down concerning many monks, venerable sir. Many monks, venerable sir, having abandoned their mats, undertook the forest-dweller's practice, the alms-gatherer's practice, and the rag-robe wearer's practice. On that occasion, venerable sir, it was laid down. 2. Kosiyavagga 6. Question on the training rule concerning sheep's wool. Question – Where, friends, was the Nissaggiya Pācittiya rule laid down concerning one who, having accepted sheep's wool, travels beyond three yojanas? Answer – It was laid down in Sāvatthī, venerable sir. Question – Concerning whom, friends, Concerning whom, in what matter, was it laid down? Answer – Concerning a certain monk, venerable sir, it was laid down. A certain monk, venerable sir, having received sheep's wool, went beyond three leagues. Concerning that matter, venerable sir, it was laid down. 2. Chapter on the Kosiya 7. Inquiry about the training rule concerning washing sheep's wool Question – Friend, where was it laid down, the offense of forfeiture and expiation, for one who causes sheep's wool to be washed by an unrelated nun? Answer – Among the Sakyas, venerable sir, it was laid down. Question – Friend, concerning whom, in what matter, was it laid down? Answer – Concerning the group of six monks, venerable sir, it was laid down. The group of six monks, venerable sir, caused sheep's wool to be washed by unrelated nuns. Concerning that matter, venerable sir, it was laid down. 2. Chapter on the Kosiya 8. Inquiry about the training rule concerning money Question – Friend, where was it laid down by the Blessed One, the offense of forfeiture and expiation, for one who receives money? Answer – In Rājagaha, venerable sir, it was laid down. Question – Friend, concerning whom, in what matter, was it laid down? Answer – Concerning the venerable Upananda the Sakyan, venerable sir, it was laid down. The venerable Upananda the Sakyan, venerable sir, received money. Concerning that matter, venerable sir, it was laid down. Question – Friend, how, acting in that way, is one called receiving money? Answer – He himself, venerable sir, receives it, or he causes another to receive it, or he accepts what is placed down with the thought, "Let this be for the venerable one." Indeed, venerable sir, a monk acting in this way is called receiving money. Question – Friend, how, acting in that way, is a monk called not receiving money? Answer – As, venerable sir, in the training rule concerning the king, and as, venerable sir, it comes in the training rule concerning Meṇḍaka, so, venerable sir, a monk acting in that way is called not receiving money. 2. Chapter on the Kosiya 9. Inquiry about the training rule concerning money transactions Question – Friend, for one who engages in money transactions, the offense of forfeiture and expiation... Where was this laid down by the Blessed One? Answer – It was laid down at Sāvatthī, venerable sir. Question – Concerning whom, friend, and on what occasion was it laid down? Answer – It was laid down concerning the group of six monks, venerable sir. The group of six monks, venerable sir, engaged in various kinds of silver transactions. On that occasion, venerable sir, it was laid down. Question – Where was the offense of relinquishment and expiation for engaging in various kinds of buying and selling laid down by the Blessed One, friend? Answer – It was laid down at Sāvatthī, venerable sir. Question – Concerning whom, friend, and on what occasion was it laid down? Answer – It was laid down concerning the venerable Upananda the Sakyan, venerable sir. The venerable Upananda the Sakyan, venerable sir, engaged in buying and selling with a wanderer. On that occasion, venerable sir, it was laid down. Question – How, friend, does a monk, acting in that way, engage in buying and selling? Answer – He says, "Give this for this, bring this for this, exchange this for this, buy this for this." Thus, venerable sir, a monk acting in that way engages in buying and selling. Question – How, friend, does a monk, acting in that way, not engage in buying and selling? Answer – If, venerable sir, he asks the price, or if, venerable sir, he tells the steward, or if, venerable sir, he says, "We have this, and we have this and this," thus, venerable sir, a monk acting in that way does not engage in buying and selling. Question – Where was the offense of relinquishment and expiation for keeping an extra bowl beyond ten days laid down, friend? Answer – It was laid down at Sāvatthī, venerable sir. Question – Concerning whom, friend, and on what occasion was it laid down? Answer – It was laid down concerning the group of six monks, venerable sir. Venerable sirs, the group of six monks kept an extra bowl. Concerning that matter, venerable sirs, (the rule) was laid down. 514 3. Bowl Chapter, 2. Rule on less than five fastenings, question Question: With a bowl having less than five fastenings, for one who causes another new bowl to be acquired, where was the offense of forfeiture and confession laid down? Answer: Among the Sakyans, venerable sirs, it was laid down. Question: Concerning whom, friend, concerning what matter was it laid down? Answer: Concerning the group of six monks, venerable sirs, it was laid down. The group of six monks, venerable sirs, even with a slight crack, even with a slight chip, even just scratched, caused many bowls to be acquired. Concerning that matter, venerable sirs, it was laid down. Monks, a bowl should not be caused to be acquired. Whoever causes one to be acquired, commits an offense of wrong-doing. 3. Bowl Chapter 3. Medicine Rule, question Question: Friend, having received medicines, for one who lets seven days pass, where was the offense of forfeiture and confession laid down? Answer: In Sāvatthī, venerable sirs, it was laid down. Question: Concerning whom, friend, concerning what matter was it laid down? Answer: Concerning many monks, venerable sirs, it was laid down. Many monks, venerable sirs, having received medicines, let seven days pass. Concerning that matter, venerable sirs, it was laid down. 3. Bowl Chapter 4.
