Answer: It was brought, venerable sir, by tradition. Question: Is there, friend, anything there to be added or removed, or any word or phrase misplaced, or any word or syllable corrupted? Answer: No, venerable sir. Saṅghādisesa Precept Questions 1. Saṅghādisesa Precept Question on Emission of Semen Question: That which, friend, by the Blessed One, the knowing, the seeing, the Arahant, the Perfectly Self-Enlightened One, Where was the Saṅghādisesa for one who intentionally discharges semen first laid down? Answer: In Sāvatthī, venerable sir, it was laid down. Question: Concerning whom, friend, was it laid down? Answer: Concerning the venerable Seyyasaka, venerable sir, it was laid down. Question: In what matter, friend, was it laid down? Answer: The venerable Seyyasaka, venerable sir, intentionally discharged semen with his hand. In that matter, venerable sir, it was laid down. Question: Is there, friend, in that case, an original rule, a supplementary rule, or an unarisen rule? Answer: There is one original rule, venerable sir, one supplementary rule, but no unarisen rule in that case. Question: Which, friend, is the original rule there? Answer: "Intentional discharge of semen is a Saṅghādisesa" this, venerable sir, is the original rule there. Question: And which, friend, is the supplementary rule there? Answer: "Except in a dream" this, venerable sir, is the supplementary rule there. Question: And which, friend, is the complete rule there? Answer: "Intentional discharge of semen, except in a dream, is a Saṅghādisesa" this, venerable sir, is the complete rule there. Question: Is it, friend, a common rule or an uncommon rule? Answer: It is an uncommon rule, venerable sir. Question: There, friend, how many offenses does one incur by intentionally discharging semen? Answer: By intentionally discharging semen, venerable sir, one incurs three offenses: If one intends, proceeds, and discharges, it is an offense of Saṅghādisesa. If one intends, proceeds, but does not discharge, it is an offense of Thullaccaya. For the attempt, a Dukkata. Question: For whom, friend, is there no offense? Answer: For six, venerable sir, there is no offense: for one who discharges in a dream, for one who has no intention to discharge, for one who is insane, for one whose mind is deranged, for one afflicted by pain, for the first offender. For these six, venerable sir, there is no offense. Question: Among the five recitations of the Pātimokkha, by which recitation does it come to be recited? Answer: Among the five... Venerable sirs, of the Patimokkha recitations, by the third recitation, the recitation comes. Question – Of the four, friend, failures, which is the failure? Answer – Of the four, venerable sir, failures, moral failure. Question – What, friend, is failure? Answer – Lack of restraint, venerable sir, is failure. Question – What, friend, is success? Answer – Restraint, venerable sir, is success. Question – What, friend, is practice? Answer – "I will not do such a thing" – for as long as life lasts, until the end of life, undertaking and training in the training rules – this, venerable sir, is practice. Question – For how many, friend, reasons, did the Blessed One, for one who makes an effort to emit semen, lay down a Saṅghādisesa? Answer – For ten, venerable sir, reasons, did the Blessed One, for one who makes an effort to emit semen, lay down a Saṅghādisesa, for the well-being of the Saṅgha... and so on... for the support of the Vinaya. Question – Where, friend, does it stand? Answer – Among those who desire training, venerable sir, it stands. Question – Who, friend, uphold it? Answer – Those, venerable sir, for whom it is applicable, they uphold it. Question – Whose, friend, is the word? Answer – The Blessed One's, venerable sir, is the word, of the Arahant, the Perfectly Self-Enlightened One. Question – By whom, friend, was it brought? Answer – By tradition, venerable sir, it was brought. Question – Is there, friend, there, in the origin, in the word-by-word analysis, in the disciplinary story, anything to be added or removed, or any letter or word wrongly placed, or any word or syllable missed? For the purpose of chanting, an announcement to the Saṅgha. May the Saṅgha, venerable sirs, listen to me. The venerable Vicittasārābhivaṃsa, holder of the Tipiṭaka, treasurer of the Dhamma, concerning the first Saṅghādisesa training rule, I asked about its origin, I asked about the person, I asked about the case, I asked about the promulgation, I asked about the subsequent promulgation, I asked about the offense, I asked about the non-offense, and I asked about many other such points to be asked. And that venerable Vicittasārābhivaṃsa, being asked again and again, answered. Thus. Here, venerable sirs, this first Saṅghādisesa training rule, with its full details, stainless and perfectly pure, is the very word of the Blessed One, the Arahant, the Perfectly Self-Enlightened One. Therefore, just as before, Mahākassapa and others, the excellent great elders, the ancient reciters, for the long continuance of the holy life, for the welfare of many people, for the happiness of many people, out of compassion for the world, for the benefit, welfare, and happiness of gods and humans, recited and re-recited the Dhamma and Vinaya; just so, we too, all included in this Sixth Council Great Dhamma Assembly, let us recite this first Saṅghādisesa training rule, starting from its origin, some by way of oral recitation, and some by way of mental attention, having made a group recitation together. Question – That which, friend, by the Blessed One… (etc.) …the Perfectly Self-Enlightened One, for one who engages in physical contact with a woman, and for one who speaks corrupt words to a woman, and for one who speaks in praise of ministering to one's own desires in the presence of a woman, and for one who acts as a go-between, where was the Saṅghādisesa laid down? Answer – In Sāvatthī, venerable sir, it was laid down. Question – Concerning whom, friend, was it laid down? Answer – Concerning the venerable Elder Udāyi, venerable sir, it was laid down. Question – In what matter, friend, was it laid down? Answer – The venerable Elder Udāyi, venerable sir, engaged in physical contact with a woman; the venerable Elder Udāyi himself, venerable sir, spoke corrupt words to a woman; the venerable Elder Udāyi himself, venerable sir, spoke in praise of ministering to one's own desires in the presence of a woman; the venerable Elder Udāyi himself, venerable sir, acted as a go-between; in that matter, venerable sir, it was laid down. 6. Question on the Saṅghādisesa training rule concerning building a hut. Question – That which, friend… (etc.) …the Perfectly Self-Enlightened One, for one who has a hut built for himself, where was the Saṅghādisesa laid down? Answer – In Āḷavī, venerable sir, it was laid down. Question – Concerning whom, friend, was laid down. Answer – Venerable sirs, it was laid down concerning the monks of Āḷavī. Question – In what matter, friends, was it laid down? Answer – Venerable sirs, the monks of Āḷavī had huts built for them by request. In that matter, venerable sirs, it was laid down. 7. Question about the Saṅghādisesa training rule concerning building a monastery Question – That, friends, which… (etc.)… the Perfectly Self-Enlightened One laid down, a Saṅghādisesa for one having a large monastery built, where was it laid down? Answer – In Kosambī, venerable sir. Question – Concerning whom, friends, was it laid down? Answer – Venerable sirs, it was laid down concerning the Venerable Elder Channa. Question – In what matter, friends, was it laid down? Answer – Venerable sirs, the Venerable Channa, while clearing the ground for a monastery, had a certain shrine-tree cut down, which was honored by villages, honored by market towns, honored by cities, honored by districts, honored by countries. In that matter, venerable sirs, it was laid down. 8-9. Question about the Saṅghādisesa training rules concerning malicious accusation Question – That, friends, which the Blessed One… (etc.)… the Perfectly Self-Enlightened One laid down, a Saṅghādisesa for one who maliciously accuses a monk with a groundless Pārājika offense, and for one who maliciously accuses a monk with a Pārājika offense, taking some slight hint from a different case, where was it laid down? Answer – In Rājagaha, venerable sir, it was laid down. Question – Concerning whom, friends, in what matter was it laid down? Answer – Venerable sirs, it was laid down concerning the Mettiyabhūmajaka monks. Venerable sirs, the Mettiyabhūmajaka monks maliciously accused the Venerable Dabba Mallaputta with a groundless Pārājika offense. And those same Mettiyabhūmajaka monks, venerable sirs, maliciously accused the Venerable Dabba Mallaputta with a Pārājika offense, taking some slight hint from a different case. In that matter, venerable sirs, it was laid down. 10. Question about the Saṅghādisesa training rule concerning causing a schism in the Saṅgha Question – That, friends, which the Blessed One… (etc.)… the Perfectly Self-Enlightened One Where was the Saṅghādisesa rule enacted for a monk who breaks the Saṅgha, who does not give up his intention even after being admonished up to the third time? Answer – In Rājagaha, sir, it was enacted. Question – Concerning whom, friend, and on what matter, was it enacted? Answer – Concerning Devadatta, sir, it was enacted. Devadatta, sir, strove to break the united Saṅgha. On that matter, sir, it was enacted. 11. Question on the rule for followers of schism Question – Where was the Saṅghādisesa rule enacted by the Blessed One, friend, the Fully Self-Awakened One, for monks who follow schism, who do not give up their intention
