On the eight petals, write the eight letters, each surrounded by a connecting word. Around the center, write a string of Yogini mantras. On the first circumference, write the root mantra, on the second, Ali, on the third, Kali, and on the fourth, the exhortation mantra. Make many copies of it, stack them up, and place them inside a skull cup, and practice in the manner of expulsion or separation, then it will expel the city or cause city strife. Furthermore, it is said that this wheel accomplishes all activities. Therefore, the seven activities mentioned above, plus Kurukulle, plus this one, these nine are the main activities of the Yogini. Causing rain and cutting, the union of Vajrakila, suppressing the sun and moon, and the onset of epidemics are the main activities of Heruka, and the rest are equal. All these activities are often aided by burnt offerings and tormas. The burnt offerings should be in accordance with the type of activity, and the torma rituals should also be performed with the great torma described above. During the individual recitations, it should be brief. For the transcendent deities, add Akaro at the end of the mantra, and for the worldly deities, offer with twenty-one Akaro mantras. If the deities of activity do not like to be visualized in the heart, then place them in front. This is the chapter on the collection of activities, the twenty-first chapter. Now, I will explain the stages of accomplishing yoga: First, one must receive empowerment by knowing the characteristics of the teacher and the disciple. Therefore, one must always abide by the vows, so one must understand the stages of the vows. Then, there is the generation stage, recitation, and meditation on the emptiness of suchness. If one practices conduct here, then the great common siddhis will also be accomplished, and it can also be accomplished by the vows of seven lifetimes, etc. However, for those who wish to accomplish the supreme siddhi in this very life, it is best to gain stability in the generation stage. Even if one does not gain it, one can cultivate the two stages together, and one can also gain stability together. For this, one should first tame the body with the yoga of wind, and then rely on the yoga of the four seals and meditate, and one will quickly gain heat. Then, if one wants to quickly gain siddhi, one must practice conduct. Among them, first practice the secret conduct of Samantabhadra for one month. If wisdom increases, then one will also find the accomplished mudra that is summoned by one's own power, or arises from practice, or is obtained from prophecy. After that, the practice of Samantabhadra that manifests in the world is practiced as it is said in the fourth chapter of the "Later Examination," just like the conduct of self-blessing. At that time, if one has the supreme ability to benefit others, then one should practice the conduct of Samantabhadra, enter the attire of Heruka, and play with the five desirable qualities together with the accomplished mudra, as described in the sixth chapter of the "First Examination." By traveling completely in those fields, the inner channels, etc., become extremely pure, and one will gain the supreme siddhi of the Great Seal. In the state of those behaviors, those who have faith in behaviors with elaboration should practice the tsok kyi khorlo (assembly wheel). As it is said in other tantras: "Every day or every month, likewise every year, after blessing with such rituals, one should perform the dance of Buddha Supreme Bliss." It is said like that. That is also in places such as charnel grounds, on the cloth of the charnel ground, draw a lotus sun cushion, or a tiger skin, or a corpse cushion, or an image equal to the number of deities, and arrange them according to the method. Among them, the extensive one is the mandala of the Heruka practitioner and the fifteen mudra goddesses, the medium one is the mandala of the nine vidyadharas, or the mandala of the eight vidyadharas, and the concise one is the stone.
