Like this, the officials, generals, scribes, and messengers who govern the country also do not lack the components of a king as described in the scriptures, and the main thing is that politics follows the king's actions, which is naturally broad-minded, unfathomable, quick-witted, sincere in speech, and governs the subjects with loving-kindness, without oppressing them, suppressing all people with equal laws with an upright heart without partiality, with a pleasant and gentle attitude, without hypocritical behavior, not deceiving others with deception and trickery, and acting with caution after thoroughly investigating everything, without feeling tired.

It was filled with many people, without fighting, bloodshed, war, or theft. Diseases were completely pacified, rice was abundant, sugarcane was lush, and buffaloes were plentiful. It was a king of Dharma, endowed with Dharma, and ruled the kingdom according to Dharma. In that city, there was also a large lake, adorned with various flowers and birds, which was pleasing to the eye. In that lake lived the Naga sons called "Various Emanations," who regularly sent down good rain, making the land even more fertile. The land was very abundant in food and drink, and the world was filled with generosity, offerings, and reverence, so they would give food to practitioners, Brahmins, the poor, and the destitute. The king of the five takes of the south was particularly attached to non-Dharma. He was fierce, jealous, and short-tempered, and ruled the kingdom with non-Dharma. He constantly frightened the people living in the land with punishment, beatings, gatherings, killings, fights, imprisonments, displeasure, anger, and various harms. Because he was particularly attached to non-Dharma, the gods also did not regularly send down good rain. Then, the assembly of people, feeling fear and despair, abandoned their entire land without regard for their own lives and went to live in the land of the northern five takes king. After a long time, the southern five takes king saw that his land had become empty and asked his ministers the reason. The ministers replied that they had all gone to the land of the northern five takes king, Norchen. The king asked: Why? The ministers said: O God, because the king of the northern five takes rules the kingdom according to Dharma, his land is rich, prosperous, etc., as before.
