I, or one like me, may measure Dharma and persons. Others may not, for they will fall into wrong views. The meaning of what is said in many such ways should be contemplated: as long as one has not attained the perfectly pure Dharma-eye that sees the truth in the place of Dharma and persons, this is wrong, this is impure, this is artificial. To judge with such slander is an inexhaustible karma. It is said: The sun of Dharma, which illuminates and shines, Constantly rises in the vast sky of wisdom, But many snow-land dwellers, obscured by clouds of bias, Though in daylight, still walk the path of night. So it is said. The second is explained in terms of place, lineage, and qualities. The first is: This continent named Jambudvipa, by its very nature, the Buddhas, the Bhagavat, think thus: just as a mother does not always think of her only child with great affection, so too, being under the power of compassion, great compassion is fully expanded, and having donned the great armor that cannot be turned back by others, who is it that crosses over from the great ocean of samsara? Who is it that leads across? Who is it that should be placed in a state of goodness and happiness? Thinking thus, in order to lead beings towards enlightenment, to enter enlightenment, and to cause them to enter enlightenment, in this Fortunate Aeon, the lineage of a thousand guides has come and will come, and among all their activities, the most important, the most excellent, the most outstanding, the most supreme, and the most extraordinary, is the place where the unsurpassed and supreme nectar is manifested, the essence of enlightenment, the Vajrasana. Because it is here, it is praised as being more special than other continents, and a great rain of flowers has occurred throughout the world. Moreover, there are India, China, Tibet, Li, Shambhala, and Kailash, these six great places. The third place, the land of snow mountains, was initially a lake, which gradually dried up, and then forests arose, and then human beings gradually settled. As it is said in the Manjushri Root Tantra: When the lake in the land of snow dries up, A forest of Sala trees will arise. Thus it was prophesied, and as it is said in the Sutra of the Prophecy of the Immaculate Light Goddess: The land called the land of red-faced ones

The beings of this realm, as our teacher, the noble Bodhisattva Avalokiteśvara, has transformed into those to be tamed. The noble one himself takes the form of kings, ministers, monks, householders, ordinary beings, and even inanimate objects. Thinking, "Alas, which sentient beings that I am to tame can be placed on the steps of the path, the path, and the fruit of the path? Who can be placed? Who will be placed?" Thus contemplating, this land, which is watched over and protected three times during the day and three times during the night, is the great earth where other Bodhisattvas reside, and which has the inexhaustible wealth of the four classes, and has become the foundation for the supreme position, those who have taken the form of great Dharma kings, and many great learned and accomplished Chakravartin masters, and the blessed ones, the emanations of the very face of the Sugatas, such as Shakyamuni, and countless other manifestations, and as the Teacher himself prophesied, in the future the Buddha's teachings will spread from the north to the north. In this degenerate age, the teachings of the supreme Thubpa have been transferred, and it is necessary to know that this snowy land of Tibet is more superior than the holy land. Among them, Tibet and Greater Tibet are known as two, and the beings living in the latter are naturally upright, and are less likely to be deceived by deception and hypocrisy, accumulate virtue by doing good deeds, have steadfast faith in the Three Jewels, and are clear in their efforts to practice the precious Buddha Dharma, and possess many qualities and wealth. It is known as Lower Dokham, in the center of the four rivers and six ranges, between the east and south ends, where two great rivers meander, in the vast land called Ling, there are villages, the surroundings of villages, towns, cities, settlements, many mountains, monasteries, the foundation of Dharma, the palace of the king, markets, flowering trees, fruit trees, forests, medicines, flowers, lakes, ornaments, rivers, delightful gardens, and delightful
