I speak of blamelessness. The characteristics of degeneration through signs are: degeneration through holding sectarian biases towards the Dharma, degeneration through holding biased views, disturbing the minds of all oath-holders, and even though teaching the Dharma of no self-nature, holding onto the Dharma with signs, enslaving gods and demons as servants. Who is there to compete with my power? Great glory has arisen in my experience. I am the king of wrathful ones, being angry with others and causing harm, etc. This is degeneration through signs. Even if killed, the oath will not be broken. Degeneration through desire is: when its characteristics are explained, if the listener does not have a clear understanding, some, desiring great power, use signs for the sake of activity. Holding human heads as a seal of sin, disheveling hair and gnashing teeth, holding a blood offering to the chest, wearing the skin of a field on the shoulders, black feathers, flesh, and fat, carrying vessels filled and practicing perverse Dharma, abandoning all meaning of practice, doing various inappropriate actions, smearing faces with blood, performing various actions that violate rituals and break vows, acting violently and not keeping vows, slandering scriptures with violent behavior, offending all Buddhas, trampling on the feet of yogis and mantra practitioners, causing great glory to blaze and create worry, scattering mother goddesses, dakinis, and carrion-eating hosts, defiling all yogis. Furthermore, whatever characteristics there are, the characteristics of degeneration through desire are: being deceived by desire and wealth, knowing that one should rebuke but fainting from desire, knowing that it will lead to destruction but destroying mantra holders, clearly seeing it as poison but eating it as food, clearly being a virulent disease but using methods to denigrate it, clearly being a monk but pretending to be ignorant. If one wants to obtain, steal secret mantras; if one can eat, eat yogis; steal the enjoyment of practice as food, use scriptures for wealth, destroy yogis. These are degeneration through desire. If these are killed, yogis will become virtuous, subdued and punished, and the teachings will become strong. If they are eliminated, obstacles will be reduced. If these are not killed, the heavens will decline and the hell realms will increase, yogis and oath-holders will become lazy, and the gate of the Great Vehicle Dharma will be closed. If these are killed, there will be no obstacles to the practice of yogis, the power of the Great Vehicle Dharma will be strong, and the excellent qualities will be beyond expression. The last of the last of methods is, if the power of samadhi is weak, kill these.

If done so, the place of hell will become shorter. This is the second chapter, which points out the means of liberation. The actions that yogis should perform, these have been explained here. First, with the three wisdoms, having faith in the meaning of reason, then definitely obtain empowerment, with a heart of compassion, one should take hold of the three realms of samsara. Those who do not possess these meanings, and have not obtained definitive scriptures, falsely accuse the wise, slander the secret mantra Mahayana, are self-righteous, use vulgar language, break vows, and waste time, these are not yogis, know that they are entering the wrong path. Even if they practice in that way, they will not succeed, but will lose their own minds, and the result will be to be born in the Avici hell. The yogis who create these are called the lineage of yogis. Understand the immeasurable vehicle in your mind, settle the view in impartial conviction, meditate without distraction, like a golden pillar, protect the vows like the vows of the Shravakas, hold all causes and methods of accomplishment, rely on worldly wise people in all directions, hold objects and mudras as symbols, accomplish meaning and instructions in the scriptures, be dignified, and have good and auspicious behavior, give ransom offerings, without interruption, offer the aggregates inseparable from the deity, and the mind abides in the nature of reality. That noble yogi with signs, after all actions are completed, recites countless mantras, the power of mantras and mudras is great, actions and deeds will not be taken by demons, and by definitely striving, the desired result will be achieved. Offer the red torma with an upright ritual, with a clever servant who listens to orders, it is auspicious to perform the actions of expelling and summoning. The fierce expedient messenger, acts with miraculous power and means, conceptual thoughts and signs are accomplished by actions, and if these are done, they will not be in vain. Among the wise, the supreme is the one who has faith in the lineage and engages in practice. When the signs of the Yidam deity appear, there will be no obstacles. If obstacles arise, they can be accomplished by merely touching them. Whoever is the yogi who undertakes the actions of others, by separating activities and abandoning conceptual thoughts and signs, by practicing with pure conduct without defilement and without acceptance or rejection, one will accomplish what is aimed at. Possessing the three perfections.
