Thus speaking, holding secret vows and cemetery ornaments, etc., like heretics, and engaging in demonic conduct, they claim it originates from the words of the Tathagata. These secret mantras and secret tantras, let alone those who are not vessels, even if they possess the vajra tongue without empowerment, they do not speak. Without empowerment, they do not reveal it even to those who are vessels. It is said that there is no vessel, no vow, no discrimination, delusion, ignorance, and clinging, showing many numbers for everything, and being controlled by demons. Yet they say, 'This is the teaching of the Tathagata.' This is slandering the teaching of the Tathagata, speaking the words of demons. The great Bodhisattva, for example, the evil demon, transforms into the form of the Buddha Bhagavan and says to the rejoicing monks: 'My Buddha-field is about to be empty. Do not listen to the teachings of Gautama. Taking sharp weapons, acting violently, we shall always be victorious in battle against others.' Having said this, the monks know that it is the word of the demon, and the words are cut off. Those who speak like the above, the wise will see that it is the word of the demon. Vajradhara asked: 'What is the so-called teaching of the Tathagata like?' The Bhagavan replied: 'The teaching of the Tathagata is called the ultimate truth. Among them, the teaching of the Tathagata is: That which does not separate me and others is the teaching of the Tathagata. That which does not take sides is the teaching of the Tathagata. That which does not separate cause and effect is the teaching of the Tathagata. In the great expanse of Dharmata, there is no birth, no arising and ceasing, and no elaboration, that is the teaching of the Tathagata. All have no birth, old age, sickness, death, and change, no self and no selflessness, that is the teaching of the Tathagata. There is no before and after in time, no high and low in space, and no long and short in duration, that is the teaching of the Tathagata. From nothing whatsoever, everything appears. When everything appears, it does not move from the state of nothing whatsoever, that is the teaching of the Tathagata. Without moving from one, thinking of many.

It seems not to be all-encompassing, just that many are inconceivable. That which does not move from the one is the teaching of the Tathagata. That which is unified into one and is without duality, appearing as speech, is the teaching of the Tathagata. For the inconceivable, there is neither thought nor speech, and neither speech nor count. That which is neither spoken nor counted is the teaching of the Tathagata. Abandoning yet not abandoning, clinging yet not clinging, is the teaching of the Tathagata. Appearing as anything, yet not established in any form, inconceivable, immeasurable, and also without measure, is the teaching of the Tathagata. The unborn Dharma, the great realization of no birth, the Buddha of great equanimity, is immutable like the teaching of the Tathagata. Even if the earth could rise into the sky, and rivers could flow backwards, the teaching of the Tathagata could not change. This is not with effort, it is the nature of no effort, this is not with signs, it expands in the state of no signs, and it is also the ultimate truth. This has no slander or diminution, because it is certain to be established and ultimately complete, therefore it is true. For example, in the land of India, there was a king named Balita, who was accomplished through merit, possessing the seven precious royal powers, and with great compassion stopped clinging. Therefore, there appeared a hungry and pitiful person who had manifested as a beggar. The king said: Alas! Pitiful sentient beings, afflicted by hunger and thirst, rely a little on the enjoyment of desires. The Brahmin beggar said: On the golden mountain, piles of jade are stacked, on the beach are spread various treasures, all the rivers flow as nectar, it is best to be content with wealth and food, the meaning needed is the unsurpassed Buddha. Having said this, the king felt aversion to the throne and placed himself on the irreversible ground. Similarly, this truth of the Tathagata's teaching is not like the Buddhas and Bodhisattvas, even if it is the sound of birds and wild animals, and the sound of fire and wind, one should know that this is shown by the blessing of the nature of Samantabhadra.
