Having taken it out of the mandala, the teacher Buddha dwells there, holding the substances of empowerment, placing the supreme son of the lineage before him, making true vows, boundaries, proclamations, and explanations, bestowing all empowerments in order. After the inner and outer empowerments are complete, the empowerment is greatly established, like the instructions, abiding in the meaning of viewing without objectification. The king empowers the royal family, like a Chakravartin king, the supreme son of the lineage, the disciple, turns the wheel of Dharma on the Buddha's land, not to mention worldly power. Thus it is said. From the Tantra of Red Blood, the eighth chapter, the chapter on empowerment. Then again, Chakrapa Ralpa Chen asked: Teacher, King Heruka, if this is the order of empowerment, what is the order of the mandala? King Heruka replied: The mandala of the body is inconceivable, yet it all gathers in the body of King Heruka. In the center is the face of the great glorious one, dark blue, on the right is the white wrathful mother Kauri Ma, on the left is the red goddess Pramoha, the six hand implements are the six goddesses, the ornaments are the deities of the retinue, contemplate all fifty complete. The mandala of speech is inconceivable, yet it all gathers in the speech of King Heruka. Listen, Chakrapa Ralpa Chen, after the red blood is blessed, in a Bandha (Sanskrit, meaning bond, here referring to a vessel for holding blood), in a skull cup with characteristics, thirty-five kinds of red blood, the supreme liberation red blood twenty-two kinds, Rasa-yana and three others, in the skull cup.
