Like the Prajnaparamita Heart Sutra being spoken through the power of the Tathagata abiding in the Samadhi of Profound Appearance, through the questions and answers of Shariputra and Avalokiteshvara. The second is like the sound of Dharma arising even from mountains and trees through the power of the Buddha, as it says in the Arali: "Mountains and trees, small stones, lotuses and wish-fulfilling trees, even the sound arising from the great drum, because of the blessing of the Victorious One, those are considered to be the teachings." Thus it is said. The third is like the condensed mantras and words that can accomplish extraordinary results spoken by ordinary beings such as Shravakas and Yakshas through the power of the Buddha, as it says in the Sutra Collection: "However many Shravaka disciples of the Victorious Ones teach the Dharma, speak and possess reason, the supreme noble ones who bring happiness and obtain its fruit, all of those are through the power of the Tathagata, the Man." Thus it is said. The third is the teachings of subsequent permission, which are the introductions, connections, harmonies, and approvals added by the compilers when compiling the teachings, as it says in the Extensive Commentary of the Teacher Sunlight Lion: "That is also at the beginning of all the Tantras after the Teacher's Nirvana, first the five perfections, and also the subsequent clear praise should be established." Thus it is said. Secondly, regarding the three turnings of the Dharma wheel, the first turning of the Dharma wheel is the Four Noble Truths Dharma wheel, which mainly teaches the acceptance and rejection of what should be abandoned and adopted, acknowledging the apprehended and the apprehender as ultimate truth, in order to guide sentient beings who are initially attached to phenomena, such as the Vinaya Pitaka. The intermediate wheel is the signless Dharma wheel, which teaches that all phenomena are without inherent existence in order to prevent attachment to the antidote, such as the extensive Mother Sutra. The final wheel is the ultimate definitive Dharma wheel, which teaches by establishing how the nature of all phenomena abides, such as the Great Nirvana Sutra. That is also as it says in the Samdhinirmocana Sutra: "At the time of the first two wheels, the turning of the Dharma wheel is also unsurpassed, timely, the meaning of guidance, and the basis of disputes." Thus it is said, and at the time of the final wheel, it is wonderful.

The third turning of the wheel of Dharma that occurred later. This turning of the wheel is unsurpassed, incomparable, and of ultimate meaning; it is not a point of contention. Thus it is said. Third, the scriptures are divided into twelve or nine branches. The twelve are: The omniscient Dharma King said in 'Resting the Mind Itself,' the scriptures have twelve branches: Sutra, Geya, Vyakarna, Gatha, Udana, Nidana, Avadana, Ityukta, Jataka, Vaipulya, Adbhuta-dharma. Thus it is said. The nine are: Avadana, Ityukta, and Vaipulya are excluded. As it is said in the 'Clear Words Treatise': The Sutras and so on of the Buddhas, the nine teachings that rely on the two truths. Thus it is said. Among them, Mantras: Most of the ancients considered it to be the Vaipulya section, because it is said in the 'Manjushri Illusion Net Tantra': Vaipulya is the great Bodhisattva Pitaka. The wise Snar-ston said: Among the twelve scriptures, this is the Vaipulya or Adbhuta-dharma section. Thus it is said. Fourth, dividing into aggregates of Dharma, classifying them into Pitakas, and examining which Pitaka the secret mantras belong to. First, there are eighty-four thousand aggregates of Dharma. As it is said: To counteract the conceptual thoughts of ignorance, the eighty-four thousand afflictions, eighty-four thousand Dharmas were taught. Thus it is said. Second, in the 'Ornament of the Sutras,' it is said to be three or two. The three are: Vinaya Pitaka, Sutra Pitaka, and Abhidharma Pitaka. Respectively, they are the trainings of higher discipline, concentration, and wisdom, and are the Pitakas of knowledge that speak of the main content. The meanings of these words are also: In the 'Ornament' it is said: Because of falling, arising, rising, definitely arising, and the individual, as well as establishing and detailed distinctions, and various determinations, therefore it is Vinaya. Because of the places and characteristics, as well as the explanation of Dharma meanings, therefore it is Sutra. Because of the manifest and repeatedly, as well as subduing and realization, therefore it is Abhidharma. The two are: The Pitaka of the Hinayana.
