It appears that it is definitive because it is only spoken to those who are to be tamed and who belong to the Mahayana lineage. It is also established as provisional because it is taught to tame the many different thoughts of those who have entered various vehicles. It is also reasonable, for example, if the reasoning of being separate from one and many can establish that something like a vase is unreal, then that reasoning can also establish that non-dual wisdom is unreal, because all investigations such as not being established as one and many of truth are applied equally, so it is established as unreal. Furthermore, if the tenet of mere appearance is Madhyamaka, then there would be faults such as the sutras and treatises of the Mind-Only school ceasing to exist. Thus it is said. Those who speak of other-emptiness say that these three turnings of the wheel are not the beginning and the end of time. There are also those who say that a large part of the sutra of the last wheel, such as the chapter of the Avatamsaka Sutra, was spoken at the Vajrasana (Bodh Gaya) immediately after attaining Buddhahood in the place of the king of the gods before the wheel of the four truths was turned. There are also those who say that the Nirvana Sutra, etc., was spoken at the time of entering Nirvana. Similarly, there are those who say that the Sutra of Impermanence, etc., was spoken at the time of entering Nirvana in the first turning of the wheel. Therefore, this is the order of the meaning of what is said, or the three orders of how to tame the continuum of those to be tamed. Therefore, since these orders are the last, the last wheel is established as definitive, because the ultimate meaning of what is said cannot be provisional, and after those to be tamed have been led to the definitive meaning, it is not permissible to lead them back to the provisional meaning. It is also said that the middle turning of the wheel enters the Mahayana, but it is not the ultimate definitive meaning because it is spoken to those who have not trained their minds and whose faculties are not very mature in the many orders of the Mahayana vehicle. The object of the last wheel spoken is said to be those who have entered various vehicles. This does not mean that some have entered the Hearer vehicle, some have entered the Solitary Realizer vehicle, some have entered the Mahayana, some have sharp faculties, and some have dull faculties. If it is like that, then it is not permissible to grasp at self. It is also unreasonable to say that, because when Hearers newly enter the Mahayana, if it is said that this uncontaminated realm exists, it becomes the cause of arising self-view.

Furthermore, since it is so, without explaining the profound meaning for the time being, it is said that all dharmas are taught to be without inherent existence. Therefore, the intermediate turning of the wheel is to teach this path to those who have already tamed their minds, because there is a contradiction between not having entered the Mahayana before, and having tamed the mind by the intermediate turning of the wheel. Therefore, the meaning of truly entering all vehicles is that one has tamed one's mind by entering all vehicles. Bodhisattvas with sharp faculties are taught for the sake of those who are extremely ripe for taming, therefore, this is established as definitive meaning. Also, on the other hand, according to the self-empty school, the first turning of the wheel and the final turning of the wheel should be very similar, but here it is not so, but the intermediate turning of the wheel is very similar to the first, and the final turning of the wheel is extremely contradictory to the Hinayana, therefore, this is the ultimate. That this is so is manifestly established, in both of the first two turnings of the wheel, appearance as mind is not taught, the eight consciousnesses are not taught, and the establishment of the five dharmas and three natures, etc., is not taught at all from the beginning, and it is not explained in detail from the intermediate turning either. Such wisdom of the emptiness of the two, grasper and grasped, is not taught in either of those two wheels, and the Hearers believe that there is no such thing at all. The Madhyamikas of the self-empty school also acknowledge that they agree with the two Hearer schools at this time, and apart from whether or not they believe that all dharmas are without inherent existence, there is no great difference in doctrine. If it is believed that understanding that all dharmas are without inherent existence is present in all tenets of the Great and Small Vehicles, then apart from the difference between the two Hearer schools and the view of understanding no-self-nature, the three vehicles mostly agree on the path to be meditated upon. Therefore, apart from the difference in conduct, in terms of view, Hearers and Mahayana have implicitly acknowledged the same practice. The final turning of the wheel is very different from the first turning of the wheel, it teaches appearance as mind, explains in detail the eight consciousnesses, the five dharmas, the three natures, etc., and here it teaches that the external objects that the Hearers believe to exist are completely non-existent, and the non-dual wisdom that the Hearers do not believe in at all is taught as truly established, Hearers, Solitary Realizers, and Mahayana.
