It is a lineage. That instruction is indeed the essence of all tantras. If it is the Sahajasiddhi instruction and its treatise, how could it be the Shri Devi's instruction and treatise? These are merely sequences arising from different lineages in China and Tibet, and it is laughable to confuse them as one. However, in the Mantrayana, one must understand the origin of mantras by compiling many stories from the original stories of that Dharma lineage and its transmission. These are also written briefly in stories like a treasure mine, so one should look there. In general, who can tell all the stories of the accomplished ones that appeared in India? It is said that even with just the Tara mantra lineage, about five thousand accomplished ones appeared during the time of Nagarjuna. During the time of Nagarjuna, many were also repaired by dragon craftsmen. Thereafter, for a long time, only many different construction styles emerged through the talents of various wisdoms, and there was no established tradition of following one particular style. Later, during the time of King Sangye Phyo, there was a craftsman named Bimpa Sara, whose reliefs and paintings were extremely marvelous, resembling those built by the gods of the past, and countless people followed him. This craftsman was born in Magadha, so wherever craftsmen adhering to his style appeared, they were known as central craftsmen.
