Due to the increase of this habitual tendency, one grasps at impermanence as permanence, at suffering as happiness, and at selflessness as self. After the power of this has increased, the antidote to this is that all conditioned phenomena are impermanent, all contaminated phenomena are suffering, all dharmas are selfless, and all nirvana is peace. Is this not how the first turning of the wheel of Dharma is taught? Then, some might think that since the first turning of the wheel has been taught, it is reasonable to teach the final third turning of the wheel. However, it is still not suitable to be a vessel for teaching the final turning, and the reason for this is that after teaching the first turning of the wheel, although one realizes the selflessness of the individual, which is permanent, singular, and independent, one still grasps at the heat of the nature of fire and the moisture of the nature of water as being true in the ultimate sense, and one does not realize the selflessness of phenomena. Similarly, one does not realize the selflessness of phenomena in the grasping of the consciousness that grasps at external objects such as forms. Since these become obstacles to seeing the Sugata-garbha, the antidote to this is that all conventional dharmas are non-existent when examined and analyzed. Thus, is this not the second turning of the wheel, such as the conventional self-emptiness and the profound Prajnaparamita, which does not think of anything and does not conceptualize anything? After that, although these conventional, temporary dharmas are non-existent when examined and analyzed, this appearance does not cease when not examined, so it is the conventional truth. And if one examines and analyzes the mind, which is naturally luminous, the Sugata-garbha, then this alone exists, and there is nothing else besides this, which is the ultimate truth. Thus, is this not the teaching of the third turning of the wheel, which is endowed with excellent distinctions? It is said: Some speak without knowing, and some knowingly conceal the truth. I have taught with only the intention to benefit others after realizing it myself. May all intelligent seekers of meaning be pleased. This is an intermediate verse. Some say that your statements seem very similar to a certain view, that the Buddhas and their retinue also taught in this way, and that the previous lamas also practiced in this way. Shakyamuni Buddha also praised it many times, and in the Sutra on the Great Compassion of the Tathagata-garbha, the Tathagata also taught that the Tathagata knows the impure realms, which are impermanent, suffering, and selfless.

With words of revulsion from impurity, he causes sentient beings who delight in samsara to develop weariness. Thereby, he causes them to enter the Vinaya of the Noble Ones. Even with just this, the Tathagata does not abandon diligence. Thereafter, with words of emptiness, signlessness, and wishlessness, he causes them to realize the conduct of the Tathagata. Even with just this, the Tathagata does not abandon diligence. Thereafter, with words of the Dharma of non-retrogression, with words of the three circles being completely pure, he causes those with various natures as causes to enter the realm of the Tathagata. Entering and realizing the Dharma-nature of the Tathagata is said to be the unsurpassed place of merit. Thus it is said. This quote is drawn from the Sutra Collection of the Noble Nagarjuna. It is also quoted in the commentary on the Uttaratantra of the Noble Asanga. The Mother Tantra Hevajra says: First, one should give Posadha (藏文:གསོ་སྦྱོང་,梵文天城体:उपोसथ,梵文罗马拟音:uposatha,汉语字面意思:斋戒) and bestowal. Then bestow the ten places of training. From that, explain the Vaibhashika. After that, the Sautrantika. Then, the Yogachara itself. After that, explain the Madhyamaka. If one knows all the sequences of mantras, then explain the Hevajra. Thus it is said. The Lankavatara says: Relying on mind-only, one does not conceptualize external objects. Relying on non-appearance, one transcends mind-only. Relying on the correct object, one also transcends non-appearance. The yogi who abides in non-appearance does not see the Great Vehicle. Thus it is said. Gyaltsab Je also said: Having understood with intelligence that there is nothing other than mind, then one also realizes that mind itself does not exist. The intelligent one, having realized that both do not exist, then abides in the Dharmadhatu that is without support. And so forth, isn't it taught gradually, step by step? The previous lamas also acted in this way, saying that wherever one is born in the three realms of samsara, in any of the six realms, there is only suffering, and then they extensively taught the Dharma of scripture and reasoning. They exhorted to abandon the ten non-virtues and practice the ten virtues. Especially, they said, strive in refuge, the hundred-syllable mantra, mandala offerings, guru yoga, and so forth. From these instructions, they made the continuum suitable as a vessel. After that is empowerment, after that is introduction, and so forth, which is seen to be accomplished.
