The manner in which it is said that all phenomena are unestablished has been explained in detail. Among them, those who assert self-emptiness generally say that the final turning of the wheel of Dharma, and especially this very sutra, is of provisional meaning. The reason for this is that the intermediate one appears to be taught only to disciples who are solely of the Mahāyāna lineage, so it is of definitive meaning. The final one is taught to tame many beings with diverse thoughts who have entered various vehicles, so it is also established as being of provisional meaning. It is also reasonable according to logic. For example, if one can establish that something like a vase is without inherent existence by means of the logic of being separate from one and many, then that same logic can also establish that non-dual wisdom is without inherent existence, since all analyses are the same, such as not being established as a true one and many, etc., so it is established as being without inherent existence. Furthermore, if the tenet of mere appearance were Madhyamaka, there would be faults such as the disappearance of the sutras and treatises of the Mind-Only school, and so on, they say. Those who assert other-emptiness say that these three turnings of the wheel are not in chronological order. For in the final turning of the wheel, a large portion of the Avataṃsaka Sūtra contains teachings given at Vajrāsana (Bodh Gaya, located in present-day Bihar, India) immediately after the Buddha's enlightenment, before the turning of the wheel of the four noble truths, in the realm of the king of the gods, and so on. And sutras such as the Mahāparinirvāṇa Sūtra were taught near the time of the Buddha's passing. Similarly, some of the first turning of the wheel, such as the Impermanence Sūtra, were taught near the time of the Buddha's passing. Therefore, this is a sequence of the meaning of what is expressed, or a sequence of how to train the minds of disciples. Because it is the final of such sequences, the final turning of the wheel is established as definitive. It is not possible for the ultimate meaning of what is expressed to be provisional, and it is not reasonable to lead disciples to the provisional after they have already been led to the definitive. The intermediate turning of the wheel is said to be for those who have entered the Mahāyāna, because it is taught to those who have not trained their minds and whose faculties are not yet fully matured within the many stages of the Mahāyāna vehicle, so it is not the ultimate definitive meaning. And the recipients of the final turning of the wheel are said to have entered various vehicles, meaning that some have entered the Śrāvakayāna, some have entered the Pratyekabuddhayāna, some have entered the Mahāyāna, some have sharp faculties, and some have
