The necessity is: to easily understand that there are six non-intercalary days in a year. The necessity of this is also: according to the Vinaya, it is to easily understand that there are six cases where Uposatha or the fourteenth day cannot be performed in a year; according to the Abhidharma, it is to understand that twelve months including six non-intercalary days constitute a year. As it is said in the Vinaya: 'It is not enough with one day.' The months of the seasons have remainders. The commentary on the Abhidharmakosha says: 'Winter, spring, and summer, half a month and two months have passed, when half a month remains, the wise should discard the non-intercalary day.' Therefore, saying that there can be a leap month but not a leap year is the talk of ignorant calculators. Then, if a leap month occurs in a year like the Dragon year, is it necessary to explain that there are thirteen months in that year? No, because each of the previous five years, such as the Tiger year and Rabbit year, has twelve months and six dates, and when it reaches the Dragon year, it accumulates into one month. Therefore, it is not that the Dragon year alone has thirteen months. Therefore, each Dragon year, etc., needs to complete three hundred and sixty days and nights to be completed, while a normal year only needs three hundred and fifty-four days and nights to be sufficient.
