Its root, the opposing aspect of great compassion, is not saving sentient beings due to stinginess, and harming sentient beings with harmful intent. The opposing aspect of skillful means to bring it to completion is completely abandoning the sacred Dharma. Thus, if the four defeats of completely abandoning the sacred Dharma, abandoning the mind of enlightenment, being stingy, and harming sentient beings have not arisen, and if it is held by the root of great compassion, then even the actions of body and speech that subdue sentient beings must be done intentionally. Therefore, it is said: Do not cut off punishment when it is appropriate as a condition. This means that even if Bodhisattvas do not carry out punishment when the conditions are ripe for subduing beings through the act of punishment, they will still decline. Similarly, do not perform miracles or intimidation. This means that even if one does not show such things when subduing beings through improper actions such as deceiving, enjoying, and intimidating by displaying miracles, one will still decline. These are taught in reverse. Having compassion and for the sake of love, there is no fault in a virtuous mind. This is taught properly and truthfully. Thus, if the mind is held by love and compassion, and the mind is virtuous, then even if the actions are harsh, there is no fault of breaking the vows. The secret, unsurpassed asceticism is, as stated in the Great Samaya Sutra: If one is certain of the Buddha Vehicle, even if one indulges in the five afflictions and five desires, it is like a lotus in the mud, and for them, the discipline is perfectly complete. As it says, "If one is certain of the Buddha Vehicle," means having intelligence that is based on the profound principles of skillful means and wisdom, meaning that it is based on an equal mind. Even if one indulges in the five afflictions and five desires, it is like a lotus that is not stained by mud, which is a statement showing that one does not accumulate what has been done. As it is said in the Pratimoksha vows: "Actions intended for the benefit of others turn from defeat to gross offense." And as it is said in the Bodhisattva vows: "Harsh actions held by compassion not only have no fault, but the vows become more complete." As desired, here with an equal mind.

Once grasped, no matter how one acts, one will not be tainted by faults. Otherwise, the precepts of the Hearers and all the vows of the Bodhisattvas will become perfect. What does this mean? It means that if one grasps the equality of all dharmas, there will be no conflict. In short, the precepts of the Hearers are to refrain from harming sentient beings. The vows of the Bodhisattvas are, on top of refraining from harming sentient beings, to further engage in benefiting sentient beings. The vows of Secret Mantra are, on top of refraining from harming sentient beings and engaging in benefiting sentient beings, to emulate the deeds of the Tathagatas and act accordingly. Furthermore, the precepts of the Hearers consider karma to be the most important from the perspective of perception and substance. Bodhisattvas consider compassion to be the most important. Secret Mantra considers wisdom to be the most important. Furthermore, the Hearers learn from the past Arhats. The Bodhisattvas learn from the Bodhisattvas who abide on the great earth. Secret Mantra learns from the Tathagatas themselves. Enough with excessive elaboration, let us enter the text itself. In the vows of the Great Equality of Secret Mantra, there is no impurity whatsoever in all actions. Therefore, just as one realizes the primordial purity through view, so too should asceticism and vows be practiced in such purity. This is the concluding statement of the vows of the Great Equality of Secret Mantra. From this, it can be understood that the asceticism and vows of those with impure views will gradually become impure. Even if it is not explicitly stated, it should be understood through the meaning. Thus, the explanation of the meaning of the text is complete. In order to make the work meaningful, the dedication of merit is made next: "This Garland of Views, Secret..." etc. Among them, the differences between high and low views are arranged in a sequential and continuous manner like a garland, and all necessary points are gathered, therefore it is called the Garland of Views. Secret refers to the meaning of the instructions, condensing the meaning of all vehicles into concise words,

It is kept as a secret instruction to be held, and these few words are the gateway and lamp to realize many meanings. Like a wish-fulfilling jewel, it should be cherished, kept secret, hidden and held, therefore it is called "Secret." On the other hand, the meaning of the Great Perfection is not common to all, so it should be kept secret even with the means of great compassion, therefore it is called "Secret." Just as a blind person opens his eyes and finds sight, may a noble being who possesses the skill of wisdom and means meet this! This means that just as a blind person has never seen the difference of forms, it is possible that one day his eyes will open by the power of past merit. Similarly, beings have been blinded by the darkness of ignorance since beginningless time, and their eyes of wisdom are blind, and they have never seen the meaning of non-reversal. But by the power of past merit, if there are noble beings who possess innate wisdom and the skill of means, may they meet with this! On the other hand, blind people groping in a pile of rubbish, by the power of merit, encounter a precious jewel, and therefore their eyes open and they are also endowed with various riches. Similarly, those who encounter a virtuous friend from the pile of rubbish of samsara, and therefore open their eyes with the three kinds of wisdom, if there are noble beings who have obtained the skill of means and wisdom, for the benefit of those, may they meet with this corresponding secret instruction. This text of secret instruction, is when the master Padmasambhava returned from Tibet, after staying for three years in Neutang of Drakmar Tsomo Ngur, at the time of parting between the Dharma King Trisong Detsen and his subjects, he composed this and the two bindus of the Mother Tantra Secret Activity, and gave them to the Dharma King as secret instructions and left them. This commentary on the Garland of Views of Secret Instructions was written by the great Rongzom Pandita, the great teacher Chokyi Zangpo, who was a great leader of scholars in both India and Tibet. Good! The terminology here, like the old texts, was retained by Mipham Rinpoche when proofreading the چاپ of the complete Great Perfection Shri Singha, as an example for future generations.
