Having accomplished the power of wrathful manifest action, liberate the impure to the pure realm; praise the good and degrade the bad; the elders are in the front ranks, and the young support them from behind; strictly enforce the national laws and abandon partiality; support the wise who uphold the law in accordance with karma and elevate their status; completely eliminate all that is unlawful and discordant; those who cannot stand firm, do many useless things, and cause chaos; place them under the golden yoke of the national law; fire punishment is burning, water punishment is drowning; wind punishment is hoisting on the top of a flagpole for public display; earth punishment is suppression, wood punishment is beating; iron punishment is beheading and limb cutting; always remember karma and cause and effect; always value what is appropriate and due; prevent meaningless lawsuits and do not imprison the innocent; think carefully and do not speculate; be sure to abandon shameless and bad deeds; punish the guilty with severe punishments; make the whole country free from harm; maintain peace and happiness in the country in accordance with the Dharma; the fourth chapter of advice is over. In any case, act according to the decree! Govern according to the two political systems of the past, and govern with laws that bring peace to the country. It is the duty of a minister to fulfill the king's wishes, so do not act according to your own desires, but think carefully! Praise the status of the virtuous, and suppress the wicked with strict laws! Those who only care about their own interests, harm others, and lead others to misfortune and destruction, should be executed according to the law! Suppress the high and mighty, and protect the weak and lowly. No matter what good or bad deeds are done now, karma and cause and effect will never be in vain. Because this sincere statement is meaningful, engrave it in the hearts of all law ministers who are in accordance with the Dharma! The sixth chapter of advice ends. Samaya! Padmasambhava, who is impartial to all, advises all the patrons of Tibet: When you offer and respect lamas and sangha, and make them the object of offerings, first carefully examine the characteristics of their lineage; second, examine their merits, wisdom, and abilities; and finally, examine whether their abilities are good or bad. If they are good, rely on them; if they are bad, stay away from them. After relying on them, until all their qualities have not arisen in your own mind, you must learn. If you spend a long time together, you will see merits and faults, so generate faith that sees everything they do as correct. Never separate from yourself, and meditate on them on the crown of your head. Finally, merge the guru's mind and your own mind into one, and transfer to the clear light of the ground of being, free from elaboration! For the virtuous friends who teach the Dharma and the sacred Dharma, do not frequently make new acquaintances, it is enough to rely on one guru. In general, whether you practice Dharma or handle worldly affairs, you must have firm faith, do good deeds, so that you can obtain happiness in both this life and the next. After relying on a guru, no matter what improper behavior the guru makes, do not dwell on the faults of non-virtue, except for good deeds. If you have faith and the capacity to receive blessings, then whoever you have faith in will become your guru. Happiness and suffering arise from your own mind. Even if you commit sins for the benefit of others, the sin is small and the benefit will increase. Even if you do not do good deeds, but harbor the intention to harm others, then the seeds of hell born of hatred will arise. Therefore, with a pure mind of benefiting others, whatever you do is the correct and supreme path. Do not forget the heartfelt advice, keep it in mind! The seventh chapter of advice ends. Samaya!
