Let your executioner be killed by himself! Let your own weapon turn against yourself! Recite curses and repelling mantras of this kind, and clap your hands. After performing actions such as subduing the fierce, circumambulate three times clockwise and meditate on the protective wheel. Furthermore, for all the wishes that are requested according to their respective situations, after performing the city-circling ritual including the prayers, visualize the city along with the beings within it as Avalokiteśvara. Recite the dharani mantras. Consecrate with the essence of dependent origination. Scatter flowers or barley that have been recited with dharani mantras. Sprinkle water from a vase. Scatter white soil on all the cities. Write the six-syllable mantra. Meditate on the protective wheel. In the four directions, pile up four stakes that are just about to fall, declare the appointment as a great king, and order to protect and cut off the boundaries. Scatter white mustard seeds on the stakes and place a crest. If the harm from plagues and other disasters is severe, tie protective cords that have been recited with dharani mantras on all beings. Establish the lineage of the dharani. Clearly perform the generation stage of the Ten Wrathful Ones and the protection from the Eight Fears, and furthermore, visualize all the Buddhas and Bodhisattvas abiding around the city to be protected. Read the sutras. Offer ransom tormas. Hold a feast for beggars. Mold tsatsas. Offer water tormas. Write "Om Mani Padme Hum Sarva Raksha Kuru Hum" in all directions. Clear the paths. Speak auspicious words and prayers. On a white crest or a sandalwood plank, write as many dharani mantras as possible, such as Om Mani Padme Hum, and erect them in the center of the city and above the gatehouses, allowing them to flutter in the wind. Everyone should constantly recite the six-syllable mantra. Everyone should commonly mix clean sand from the riverbank with white mustard seeds, recite many dharani mantras, and scatter them in all the places to be protected. Also, recite dharani mantras on white threads and place them around the city to be protected. After all of this, combining various auspicious symbols of interdependence is essential. Such a dharani ritual has immeasurable temporary and ultimate benefits and necessities, as explained in the dharani sutra "Precious Dragon's Roar." In the northeast direction, a black horse head is mentioned, but it is difficult to obtain, so a black horse head made of tsampa mixed with horse skull bones should be prepared, with silk, grains, medicine, and jewels placed inside. The horse mantra below should be written on blue paper with gold or vermilion, placed inside, decorated with colored silk, and covered with black cloth, and placed in a grain container. Two tormas and offerings should be arranged around it. The master, starting from bathing, should perform the preliminary practices, self-generation, and recitation as mentioned above. The offerings and praises to the front-generation deity can be elaborate or concise as appropriate. If the mantra text is incomplete, it is not necessary to cover the scripture, but recite the six-syllable mantra and the long mantra of the eleven-faced Avalokiteśvara as much as possible, and pray for wishes. Visualize Hayagriva in a palace made of meteoric iron, holding a jewel box, wearing a black silk cloak, with a turquoise horse head shining on his head, extremely wrathful and terrifying, and adorned with all the ornaments of a charnel ground. Bless the water in the activity vase with the swirling mantra, and have the disciples bathe at the door. Let them enter wearing new clothes, and clearly generate the mind of enlightenment. To this, visualize the essence of the great compassion of all the Buddhas of the past, present, and future.
