་སྐྱོང་བའི་ཕྱིར་སྡིག་ཅན་ཚར་བཅད་པས་རྒྱལ་པོ་ལ་སྡིག་ཏུ་མི་འགྱུར་ཏེ། དམ་པ་རྣམས་ལ་ཕན་པར་ཞུགས་པས་སོ་ཞེ་ན། སྡིག་ཅན་བདག་ཉིད་དགའ་བ་བསྐྱེད་པའི་རྒྱུ། ལུང་རིགས་ལྟར་སྣང་ནི་གང་ན་ཡང་མེད་པ་མ་ཡིན་ཏེ། ཉ་དང་ཕག་གསོད་པ་སོགས་རྣམས་ཀྱང་སྲོག་ཆགས་གསོད་པ་འདི་ནི་བདག་ཅག་གི་རིགས་ཀྱི་རྒྱུད་ལས་འོང་བ་ཞིག་སྟེ། སྐྱེ་རྒུའི་བདག་པོས་འཚོ་བར་ཡོངས་སུ་བརྟགས་པ་ཡིན་ན་འདི་ལ་བསོད་ནམས་མ་ཡིན་པ་ཅི་ཡོད་ཅེས་ཟེར་བས་སོ། །དེ་བས་ན་སྡིག་ཅན་ཚར་བཅད་པས་རྒྱལ་པོ་ལ་ཆོས་མ་ཡིན་པར་མི་འགྱུར་རོ་ཞེས་པ་ལ་སོགས་ལུང་དང་རིགས་པ་ལྟར་སྣང་ལ་སོགས་པའི་རྒྱུ་རྣམས་ཀྱིས་རང་གི་བསོད་ནམས་མ་ཡིན་པ་ལའང་འཇིག་པ་ཡོད་པ་མ་ཡིན་ནོ། །དེ་བས་ན་ལུང་དེ་ལྟ་བུས་ནི་མཁས་པ་རྣམས་དབུགས་ཕྱུང་བར་མི་འགྱུར་རོ། ། གལ་ཏེ་འཇིག་རྟེན་ཡང་དག་པར་སྐྱོང་བ་ཉིད་ས་བདག་རྣམས་ཀྱི་ཆོས་ཡིན་པས་ཆོས་གཞན་གྱིས་དགོས་པ་མེད་དོ་ཞེ་ན། གལ་ཏེ་དྲུག་ཆའི་གླའི་དོན་དུ་འཇིག་རྟེན་ཡང་དག་པར་སྲུང་ཞིང་སྐྱོང་བར་བྱེད་པ་ས་བདག་རྣམས་ཀྱི་ཆོས་ཡིན་ན། ཤིང་མཁན་དང་ལྕགས་མགར་ལ་སོགས་པ་ཉོན་མོངས་བཟོ་མཁན་རྣམས་ཀྱིས་གླའི་དོན་དུ་བཟོ་དེ་དང་དེ་བྱེད་པ་ན་གཞན་ལའང་ཕན་འདོགས་པའི་ཕྱིར་ཅི་སྟེ་ཆོས་སུ་འགྱུར་བ་མ་ཡིན། དེ་བས་ན་གོ་མཚོན་བརྡུང་བ་སོགས་ཀྱིས་གཞན་བསྲུངས་ཀྱང་བསོད་ནམས་མི་འགྱུར་བ་ལྟར་རྒྱལ་པོ་རྣམས་ལའང་འཇིག་རྟེན་བསྐྱངས་པས་བསོད་ནམས་སུ་མི་འགྱུར་ཏེ། གླའི་དོན་དུ་དཔྱ་སྡུད་པའི་ཕྱིར་རོ། །གལ་ཏེ་འཇིག་རྟེན་ཐམས་ཅད་རྒྱལ་པོ་ལ་རག་ལས་པའི་ཕྱིར་ཐམས་ཅད་ཀྱིས་རྒྱལ་པོ་སྨད་བྱ་མ་ཡིན་ནོ་ཞེ་ན། རབ་བྱུང་དང་ཁྱིམ་པའི་ཕྱོགས་ཀྱི་འཇིག་རྟེན་ཐམས་ཅད་ཀྱི་བྱའོ་ཅོག་ས་བདག་ལ་རག་ལས་པས་ཐམས་ཅད་ཀྱི་ཕ་ལྟ་བུ་ཡིན་མོད་ཀྱི་དེ་ལྟ་ན་ཡང་ས་བདག་དེ་ནི་སྨད་དེ། ངན་འགྲོའི་འབྲས་བུ་ཅན་གྱི་ལས་དྲག་པོ་མང་པོ་ལ་སྦྱོར་བས་སོ། །དཔེར་ན་འཇིག་རྟེན་སྐྱེད་པར་བྱེད་པའི་མ་སྲིད་པའི་སྲེད་པ་ཡིན་ཡང་འཁོར་བའི་བཙོན་རར་སྡོམ་བྱེད་ཡིན་པས། དམ་པ་གཟིགས་པ་ཕྱིན་ཅི་མ་ལོག་པ་རྣམས་ཀྱིས་སྨད་པ་བཞིན་ནོ། །གལ་ཏེ་བློ་དང་བརྩེ་བ་ཕུན་སུམ་ཚོགས་པ་དང་ལྡན་པ་ནི་འཇིག་རྟེན་ཡང་དག་པར་སྐྱོང་བར་བྱེད་པས་ཆོས་སུ་འགྱུར་རོ་ཞེ་ན། རྒྱལ་སྲིད་ནི་རྒྱགས་པ་དང་བག་མེད་པའི་གཞིར་གྱུར་པས་ཚུལ་ཁྲིམས་དང་ཏིང་ངེ་འཛིན་ལ་སོགས་པའི་ལམ་བོར་ནས་དབང་ཕྱུག་ཙམ་ལ་ཆགས་པས་དེ་དོན་དུ་གཉེར་བ་ནི་བླུན་པོ་ཁོ་ན་ཡིན་ཏེ། དེའི་ཕྱིར་བླུན་པོ་མིན་པ་རྒྱལ་སྲིད་མི་འཐོབ་ཅིང་དོན་དུ་མི་གཉེར་ལ། བླུན་པོར་གྱུར་པའི་རྒྱལ་པོ་ལ་ནི་བརྩེ་བ་ཡོད་པ་མ་ཡིན་ཏེ། ང་རྒྱལ་ལྷག་པའི་ཕྱིར་རོ། །དེས་ན་མིའི་བདག་པོ་བརྩེ་བ་མེད་པ་ནི་འཇིག་རྟེན་སྲུང་བ་པོ་ཡིན་ཡང་ཆོས་ལ་མི་གནས་ཏེ། འཚེ་བ་ཕལ་ཆེ་བའི་ཕྱིར་རོ། །དེའི་ཕྱིར་རྒྱལ་པོ་བློ་དང་བརྩེ་བ་དང་མི་ལྡན་པ་ལ་ཆོས་ཡོད་དོ་ཞེས་བྱ་བ་མི་རིགས་སོ། །གལ་ཏེ་དྲང་སྲོང་གི་བསྟན་བཅོས་ལས། རྒྱལ་རིགས་ཀྱི་ཆོས་ཀྱིས་འཚེ་བ་བྱས་ཀྱང་ཆོས་མ་ཡིན་པ་མེད་དོ་ཞེས་བཤད་པས་སོ་ཞེ་ན། དྲང་སྲོང་རྣམས་ཀྱི་བསྟན་བཅོས་ལས་བཤད་པའི་སྤྱོད་པ་ཀུན་ལ་མཁས་པས་བྱེད་པ་མ་ཡིན་ཏེ། གང་གི་ཕྱིར་ན་དྲང་སྲོང་དེ་དག་ལ་ཡང་དམན་པ་དང་འབྲིང་དང་ཁྱད་པར་དུ་འཕགས་པའི་དབྱེ་བ་ཡོད་པའི་ཕྱིར་རོ། །འདི་ལྟར་གང་གི་བསྟན་བཅོས་ལས་འཚེ་བ་ཆོས་སུ་བཤད་པ་དེ་དག་ནི་དམན་པ་ཡིན་ལ། གང་གི་འཚེ་བ་ཆོས་སུ་འགྱུར་རམ་མི་འགྱུར་སྙམ་པ་དེ་ནི་འབྲིང་ངོ་། །གང་ཞིག་འཚེ་བ་ནི་ཆོས་མ་ཡིན་ནོ་ཞེས་འདོད་པ་དེ་ནི་ཁྱད་པར་དུ་འཕགས་པའོ། །དེའི་ཕྱིར་དྲང་སྲོང་རྣམས་ཀྱི་བསྟན་བཅོས་ཚད་མར་འདོད་པ་དེ་ནི་མ་ཡིན་ནོ། །གང་གི་རྒྱལ་པོ་སྔ་རབས་པ་རྣམས་ཀྱིས་བསྟན་བཅོས་ཚད་མར་བྱས་ནས་ས་ཡང་དག་པར་བསྐྱངས་པས་བསྟན་བཅོས་ཚད་མ་ཡིན་ནོ་ཞེ་ན། དུས་ཀྱི་སྔར་འབྱུང་བའི་ས་བདག་འཁོར་ལོས་སྒྱུར་བ་ལ་སོགས་པ་རིགས་མི་རིགས་དཔྱོད་པ་ལ་མཁས་ཤིང་དགེ་བཅུའི་ལམ་ལ་གནས་པ་རྣམས་ཀྱིས་ཆོས་མཐུན་གྱི་བསྟན་བཅོས་ཚད་མར་བྱས་ནས་ཆོས་དང་མི་མཐུན་པ་རྣམས་བོར་ཏེ། འཇིག་རྟེན་བུ་ལྟར་ཡོངས་སུ་བསྐྱངས་ན་དེང་སང་རྩོད་དུས་ཀྱི་ཆོས་ལ་བརྟེན་པའི་རྒྱལ་པོ་རང་གི་རང་བཞིན་ངན་ཞིང་ནོར་ཙམ་དོན་དུ་གཉེར་བ་བརྩེ་བ་མེད་པ་རྣམས་ཀྱིས། ཆོས་མཐུན་གྱི་བསྟན་བཅོས་བོར་ནས་ཆོས་དང་མི་མཐུན་པའི་བསྟན་བཅོས་ཚད་མར་བྱས་ནས་དེང་སང་རི་དྭགས་ཀྱི་དགོན་པ་ལྟར་འཇིག་རྟེན་སྟོང་པར་བྱས་ཏེ། དེའི་ཕྱིར་ཡང་ཆོས་དང་མི་མཐུན་པའི་བསྟན་བཅོས་ཚད་མ་མ་ཡིན་ནོ། །གལ་ཏེ་རྒྱལ་པོས་གླགས་སུ་བབ་པ་ན་དགྲ་ཟླ་དང་ཉེས་བྱེད་དག་ལ་བསྣུན་ཅིང་གནོད་པ་བྱས་ཀྱང་ཆོས་མ་ཡིན་པ་མེད་དེ། བསྟན་བཅོས་ལས་བཤད་པའི་ཕྱིར་རོ་ཞེ་ན། གལ་ཏེ་དགྲའམ་གཞན་ཡང་རུང་གླགས་སུ་བབ་པ་ན་བསྣུན་ཅིང་གནོད་པ་བྱས་པའི་རྒྱལ་པོ་ལ་སྡིག་པ་དག་ཡོད་པ་མ་ཡིན་ན། རྒྱལ་པོ་ལས་གཞན་པའི་རྐུན་པོ་རྣམས་ཀྱིས་ཀྱང་ནོར་བདག་ལ་གླགས་ཅུང་ཟད་རྙེ

如果说,为了守护(世间),诛杀罪人,国王不会有罪过,因为这是为了利益圣者。那么,产生罪人自身欢喜之因,貌似经论和理证的说法并非不存在。例如,杀鱼和杀猪等,(他们会说)这种杀害众生的行为,是从我们种姓的血统中传下来的。如果说这是生主的完全认可的谋生方式,那么这有什么不是福德的呢?因此,像“诛杀罪人,国王不会变成非法”之类的说法,以及其他貌似经论和理证的理由,并不能摧毁自己的非福德。因此,这样的经文并不能使智者信服。如果说,如理守护世间本身就是君主的职责,因此不需要其他的法,那么,如果为了六分之一的报酬而如理守护和治理世间是君主的职责,那么,木匠和铁匠等烦恼的制造者,为了报酬而做这个那个,为了利益他人,为什么不能成为善法呢?因此,就像打造武器等守护他人不会变成福德一样,君主们守护世间也不会变成福德,因为他们是为了报酬而征收赋税。如果说,一切都依赖于国王,因此所有人都不能诽谤国王,那么,出家和在家两方面的世间一切事务都依赖于君主,就像所有人的父亲一样,即使如此,君主仍然应该被诽谤,因为他从事许多会导致恶趣果报的残酷行为。例如,产生世间的母亲是无有的贪爱,但她也是束缚轮回监狱的罪魁祸首,因此,就像圣者们如实地看待事物而加以诽谤一样。如果说,具备圆满的智慧和慈悲心能够如理守护世间,因此会变成善法,那么,王位是骄慢和放逸的基础,因此舍弃了戒律和禅定等道路,仅仅执着于权力,追求权力是愚蠢的。

If it is said that a king does not incur sin by punishing the wicked in order to protect (the world), because it is for the benefit of the holy ones, then the cause of generating happiness for the wicked themselves, seemingly based on scripture and reason, is not non-existent. For example, killing fish and pigs, etc., (they would say) this act of killing living beings comes from the lineage of our clan. If it is said that this is a means of livelihood fully approved by the lord of beings, then what is not meritorious about this? Therefore, statements such as "a king does not become unrighteous by punishing the wicked," and other reasons that seem to be based on scripture and reason, do not destroy one's own non-merit. Therefore, such scriptures do not convince the wise. If it is said that righteously protecting the world itself is the duty of the rulers, and therefore there is no need for other dharmas, then if righteously protecting and governing the world for the sake of one-sixth of the reward is the duty of the rulers, then why can't carpenters and blacksmiths, who are makers of afflictions, become virtuous by doing this and that for the sake of reward, and for the benefit of others? Therefore, just as forging weapons and the like to protect others does not become merit, so too, the kings' protection of the world does not become merit, because they collect taxes for the sake of reward. If it is said that everything depends on the king, and therefore no one should slander the king, then although all the affairs of the world, both monastic and lay, depend on the ruler, just like the father of all, even so, the ruler should still be slandered, because he engages in many cruel actions that lead to the results of bad destinies. For example, the mother who produces the world is non-existent craving, but she is also the culprit who binds the prison of samsara, therefore, just as the holy ones see things as they are and slander them. If it is said that having perfect wisdom and compassion enables one to righteously protect the world, and therefore it becomes virtue, then kingship is the basis of pride and carelessness, therefore, abandoning the path of discipline and meditation, etc., and clinging only to power, pursuing power is foolish.

哦,确实是这样。因此,愚笨的人无法获得王位,也不会去追求它。而成为愚笨的国王,则不会有慈爱之心,因为傲慢过盛的缘故。因此,没有慈爱的人主,即使是世界的守护者,也不会安住于正法,因为大多是伤害。因此,不具备智慧和慈爱的国王,说他有正法是不合理的。如果有人说,因为圣人的论典中说,王族的法律即使做了伤害,也没有不符合正法的。那么,贤者所说的论典中的所有行为,智者都不会去做,因为那些贤者也有下等、中等和殊胜的差别。像这样,哪个论典中说伤害是正法,那些是下等的。哪个认为伤害会变成正法还是不会变成正法,那是中等的。哪个认为伤害不是正法,那是殊胜的。因此,认为圣人们的论典是可靠的,那是不对的。如果有人说,因为以前的国王们把论典作为衡量标准,从而正确地治理了土地,所以论典是可靠的。那么,以前出现的统治者,转轮王等,擅长辨别是非,安住于十善道的人们,把符合正法的论典作为衡量标准,舍弃不符合正法的,像对待孩子一样完全地守护世界,那么现在争斗时代的依靠正法的国王,自己的本性恶劣,只追求财富,没有慈爱的人们,舍弃符合正法的论典,把不符合正法的论典作为衡量标准,现在像野兽的寺庙一样使世界空虚。因此,不符合正法的论典也不是可靠的。如果国王在有机会的时候,对敌人和罪犯进行打击和伤害,也没有不符合正法的,因为论典中这样说的缘故。如果敌人或其他人在有机会的时候,进行打击和伤害的国王没有罪过,那么国王以外的盗贼们也对财物的主人稍微找到机会

Oh, it is indeed so. Therefore, one who is foolish cannot obtain kingship, nor will they pursue it. And a king who has become foolish does not have love, because of excessive arrogance. Therefore, a lord of men without love, even if they are a protector of the world, does not abide in the Dharma, because of mostly harming. Therefore, it is unreasonable to say that a king who does not possess wisdom and love has Dharma. If someone says, because it is said in the treatises of the sages that even if harm is done by the Dharma of the royal lineage, there is nothing that is not Dharma. Then, not all the conduct spoken of in the treatises of the sages is done by the wise, because those sages also have distinctions of inferior, middling, and superior. Like this, those treatises that say harm is Dharma are inferior. Those who think whether harm will become Dharma or not are middling. Those who think that harm is not Dharma are superior. Therefore, it is not right to consider the treatises of the sages as authoritative. If someone says, because the former kings took the treatises as a standard and thus properly governed the land, the treatises are authoritative. Then, the rulers who appeared in former times, such as the Chakravartin kings, who were skilled in discerning right from wrong and abided in the ten virtuous paths, took the treatises that conformed to the Dharma as a standard and abandoned those that did not conform to the Dharma, and completely protected the world as if it were their child, then the kings of the present age of strife who rely on the Dharma, whose own nature is evil, who only pursue wealth, and who are without love, abandon the treatises that conform to the Dharma and take the treatises that do not conform to the Dharma as a standard, and now make the world empty like a monastery of wild animals. Therefore, the treatises that do not conform to the Dharma are also not authoritative. If a king, when the opportunity arises, strikes and harms enemies and wrongdoers, there is nothing that is not Dharma, because it is said in the treatises. If a king who strikes and harms an enemy or another when the opportunity arises has no sin, then thieves other than the king also find a slight opportunity with the owner of property.
