Thirdly, regarding the completeness of the three Dharmas, the intention is: those who are qualified can and should practice through the mixed practice of the path that is in accordance with the Sutra, so it is said to be a common meaning or commonality. Although it can be explained that Anuttara Tantra is superior to Sutra, it is difficult to explain that the lower three classes of Tantra are superior to Sutra. If we are to explain how the lower three classes are superior to Sutra, how should we do it?' The answer is in two parts: how the treatise itself explains that the lower three classes of Tantra possess the four superiorities, and how to prove that these three are superior to Sutra according to the scriptures. The first is: in the text itself, it says: 'The wise, compassionate one should examine and take the supreme method, despise the ordinary method, and attain the state of non-regression.' The Sutra tradition explains that sentient beings are deluded, while the Tantra tradition explains that sentient beings are not deluded. The second distinction is that, in the Tantra, it says: 'For the sake of accomplishing the benefit of all sentient beings, the great wise one possesses all methods, the four divisions are the most supreme, spoken by the teacher of beings.' The commentary says that in all other methods, the asceticism, discipline, and vows of the Bhagavan (Buddha) are said to be the means of attaining higher realms and liberation. However, not all sentient beings are capable of practicing asceticism and discipline. To summarize, the Bhagavan, knowing the thoughts and latent tendencies of all sentient beings, taught the four classes of Tantras. Some, due to habits from previous lives, cannot attain meditative absorption without engaging in activities such as dwelling in solitary forests, bathing, drawing mandalas, making offerings, performing fire pujas, practicing asceticism, and reciting mantras. Therefore, the Kriya Tantra (Action Tantra) was taught. These all indicate that the Kriya Tantra is the basis for having many methods. If all four Tantras are considered the basis, then if the lower three Tantras do not possess these characteristics, there would be no way to identify the many methods. The third distinction is that, in the Tantra, it says: 'Whatever, wherever, however one desires, that itself is definitely applied, and by accomplishing the desired goal, the Sugata (Buddha) speaks of the supreme meaning.' The commentary says: 'This is the extraordinary distinction of the Great Vehicle of Secret Mantra. Whatever sentient being, in whatever place, at whatever time, in whatever manner desires to manifest, that itself is definitely applied, and by that very easy method, enlightenment is attained.' To summarize, whatever sentient being desires to manifest, that itself is definitely applied. Therefore, for the sake of enabling all sentient beings to attain the state of omniscience, the Mantra Vehicle itself is without difficulty and is the main cause of enlightenment. The fourth distinction is: 'Therefore, the yogi with sharp faculties, through skillful means, whatever actions of evil destinies are done, purity is attained.' The commentary says: 'Here, the yogi of Suchness (Tathata), because he does not know the method of Suchness, should be understood as having dull faculties. The yogi of the Paramitas (Perfections), because he is confused about the method itself, is of middling faculties.
